KUWAIT CITY: Director of Public Authority for Manpower Jamal Al- Dosari announced a bank guarantee of KD 250 will be imposed on all companies and institutions starting from Wednesday April 1, 2015 before issuing work permit for any personnel recruited from abroad to work in private sector.
Al-Dosari requested employers to take the initiative to open bank accounts for financial guarantee and provide the authority with the account number for issuance of work permits. Statement In a press statement, he added the authority is currently dealing with absconding reports and steps to guarantee the rights of both the employer or employee during conflict, indicating a related study is underway and the relevant recommendations will be referred to the Minister of Social Affairs and Labor Hind Al-Subaih for necessary legal procedures. He explained the proposed solutions involve inspection visits to the premises three times to make sure it’s real, besides hanging the absconding report in a place where the employee can see.
He added the issue will be discussed to grant the employee 3 months grace period to check with the relevant department. He made it clear that proposals have been made to register absconding reports via the electronic gate or website of the authority to make it possible for the employee to access personal data online and to follow the development of cases, adding the authority will issue decisions to organize absconding reports. In a related development, sources said the Government Manpower and Restructuring Program (GMRP) has started pursuing illusory personnel in the private companies having contracts with the oil sector, indicating it suspended the salaries of 1,300 false employees of nine companies that have contracts with oil sector after some 900 citizens were pushed to resign from these companies, reports Al-Jarida daily.
Sources said GMRP in coordination with concerned authorities will audit all contracts in oil sector and the development projects to make sure there are no illusory personnel there; noting legal measures will be taken against any company trafficking in national personnel. They reiterated that the Cabinet has empowered the concerned authorities to monitor the companies obliged to take the initiative to provide genuine jobs for the youth and to avert canceling their contracts with the governm
