HONG KONG: The Climate Action Tracker has analysed the US INDC – intended nationally determined contribution – in full, confirming there is little change from the commitments announced in late 2014 in conjunction with China’s ‘2030 emissions peak’.
CAT – an alliance of non-profit Climate Analytics, low emissions energy solutions provider Ecofys, UK non-profit NewClimate Institute and the Potsdam Institute for Climate Impact Research – said the US plan of a 26-28% cut by 2025 fell in the CAT’s “medium” range, which is less than “sufficient”.
‘Medium range’ is the least ambitious end of a 2-degree global emissions pathway, CAT says, meaning other countries would have to make more effort than the US to keep the world on that pathway.
“The reduction target could therefore be strengthened to reflect the United States’ high capability and responsibility,” the report says.
According to the analysis, the US will need to implement additional policies to reach its proposed targets. The planned policies (e.g. the targets in the Climate Action Plan), if fully implemented, are sufficient to meet its 17% 2020 pledge, it said, but the US will have to implement additional policies to reach the 2025 pledge, which requires a faster reduction rate than the rate up to 2020.
