AIB/R&D recovers Rs 1.29 million in March by detecting 57 cases of tax evasion

KARACHI: Model Customs Collectorate (MCC) Appraisement-West Appraising Intelligence Branch (AIB/R&D) has collected revenue of Rs 1.29 million in March-2015 by detecting 57 cases of tax evasion and mis-declaration.

According to details, the AIB/R&D has found 12 cases of tax evasion pertaining to the import of fabric where the importers cleared their consignments through in-correct current unit i.e. Singaporean dollars instead of US dollar.

The AIB/R&D authorities have recovered Rs 0.681 million by issuing demand notices to the fabric importers while the amount of Rs 3.10 million is to be recovered from those importers who used to clear fabric consignments through incorrect currency unit.

The authorities concerned of AIB/R&D of MCC-Appraisement has recovered petty amount of Rs 22,000 on mis-declaration of value in import of hair accessories and imitation jewelry.

The AIB/R&D staff has witnessed short revenue of Rs 14.841 million through 20 Goods Declaration (GDs) of imported tyres in which the importers committed mis-declaration of value. However; the authorities concerned have failed to recover any amount from those importers.

In another case, the AIB/R&D authorities have recovered an amount of Rs0.455million in detecting four Goods Declaration (GDs) of Sodium Alginate in which the importers committed mis-declaration of value.

The AIB authorities have further found five Goods Declarations (GDs) of PVC Wall panels and recovered amount of Rs 136,000 from the importers, involved in mis-declaration of HS Code of the imported consignments.

The authorities further found three Goods Declarations (GDs) of garments in which the importers cleared the consignments by applying incorrect HS Code. However; the AIB/R&D has not yet recovered any amount from those importers.

They further found two Goods Declaration (GDs) of Menthol Crystal in which the authorities have found an amount of Rs 0.821 recoverable from those importers who were involved in non-application of correct Valuation Ruling.

The AIB/R&D officials in its recovery campaign have also found 10 GDs of surgical gloves in which the authorities concerned found that the importers were tried to evade duty/taxes of Rs 16.55 million by taking undue benefits of SRO280(I)/2014. However; the authorities concerned have failed to recover any amount from those importers.

The sources said that the AIB/R&D is to recover total evaded amount of Rs37.76million in share duty/taxes and the said amount to be recovered by the authorities by sending demand notices to the defaulters.

Replying to a query, the sources informed Customs Today that the AIB/R&D of MCC-Appraisement (West) has detected 141cases of tax evasion amounting to Rs52.90million in the month of January-2015 and recovered Rs24.30million.

“The AIB/R&D has also detected 34cases of tax evasion in the month of February-2015 amounting to Rs19.30million in which the authorities concerned have recovered Rs12.52million”, sources added.

The sources further revealed that the AIB/R&D Branch has detected total 57cases of tax evasion in the month of March-2015 involving duty/taxes of Rs39.06million out of which the authorities have succeeded to recover an amount of Rs1.29million which is comparatively a petty amount recovered by the AIB/R&D as compare to previous months.

Elaborating the revenue recovery of petty amount in the month of March, the sources said that the AIB/R&D officials were also busy in audit related issues, owing to the fact the authorities concerned could not able to ensure the recovery as compare to the preceding months i.e. January and February while the AIB/R&D authorities were also busy in investigating some high profile cases.

It is pertinent to mention here that the shortage of manpower and proper workforce is another issue which may affect the revenue recovery, as the officials with various jobs and tasks are also busy in ensuring the revenue recovery. However; the output is comparatively very high and to the extreme extent.
