Shantou Customs inspected goods of 6,125 targeted declaration forms

BEIJING: From January to July in 2015, Shantou Customs District totally inspected goods of 6,125 targeted declaration forms, of which there were 62.87% selected by computer on a random basis including 2,461 predetermined ones at a ratio of 40.18%, and 1,391 non-intervened and sampled ones at a ratio of 22.69%. Therefore, Shantou Customs basically achieved the overall coverage of “Double Random” (both inspected goods and inspecting officers are selected by computer at random) in the process of inspection, inspector assignment, re-examination and re-inspection.

“We vigorously promote the application of ‘Double Random’ mechanism in customs clearance control, and firmly increase its percentage in targeted inspection,” according to an official of Shantou Customs District. “By replacing manual work with machine work, manual interventions in the process can be decreased, and as computer has the virtue of recording information automatically, the liabilities of relevant personnel, if needed, can also be investigated. Moreover, through computer risk analysis, we can put high risk cargos under strict surveillance and release low risk ones fast, which not only helps to create a fair and transparent environment, but also greatly reduces the clearance time and cost of enterprises.
