SHANGHAI: Customs Regional Clearance Integration (RCI) has been running for 100 days in Northeast China, with more than 600,000 declaration forms processed at Customs, among which Dalian Customs District has contributed to more than 400,000.
Since the launch of RCI in Northeast China, more than 40,000 foreign trade companies have been benefited from it. Under this mode, companies can freely choose the Customs where they registered or their inward and outward goods are actually in and out, or even centralized declaration venues set up by their Customs Districts, to go through customs formalities including declaration, taxation, examination and release. This reform, based on the concept of “interconnection and collaboration of six Customs Districts across four provinces to perform duties efficiently as a whole”, really enables companies in Northeast China to enjoy the convenience of clearance.
FAW-Volkswagen Automotive Co., Ltd, located in Jilin Province has enjoyed great benefit from the RCI, which can directly declare its imported goods and have them released at Dalian Customs District through this mode. Zhao Yue, its Vice Manager of Import and Export Department, said,“Since the beginning of RCI, we have cleared more than 1,000 TEU containers at Dalian Port, with an average of two days saved for each consignment and a considerable decrease of clearance cost in comparison with traditional mode of customs transit.”
Similarly, Dalian Ruixin International Logistics Company has also profited much, according to Qu Yajie, Declaration Manager of the company. Owing to RCI, a consignment of its imported automotive parts declared at Document Examination Center of Dalian Customs District, can be smoothly cleared at Manzhouli Land Port in Inner Mongolia Autonomous Region within a few minutes, which previously were impracticable.
On July 1, the General Administration of Customs started using interconnected cross-regional RCI system nationwide, fully optimizing the integration of five major regions including Northeast area, Beijing-Tianjin-Hebei, Silk Road Economic Belt, Yangtze River Economic Belt, and Pan-Pearl River Delta.
Zhou Bin, Director General of Dalian Customs District, indicated that under current circumstances of foreign trade downturn, Dalian Customs District will further implement the policy of “three mutuals” (mutual recognition of control, mutual assistance of enforcement and mutual exchange of information， among port administrative departments) as required by the State Council, as well as streamline administration and decentralize power to improve services, facilitate foreign trade and resolve difficult problems to firms.
