Customs Inspector ‘punished’ over inefficiency

ISLAMABAD: One annual increment of Mazhar Ali, Inspector (BS-16), posted at Model Customs Collectorate, Peshawar, has been withheld over inefficiency.

The disciplinary proceedings under Government Servants (Efficiency & Discipline) Rules, 1973 were initiated against the accused officer vide Charge Sheet No.17(6)Cus-III/2015 dated 07.04.2015.

Abdul Waheed Marwat, Additional Collector (BS-19), MCC, Islamabad, was appointed as inquiry officer to conduct investigation on account of various acts of omission and commission committed by the accused officer. According to the inquiry officer’s report, the charges of inefficiency and misconduct stands established against him. After considering the charges framed in the charge sheet, inquiry report, show-cause notice, his defence reply and his submissions during the personal hearing, the Chief (Mgt. Customs)/Authorised Officer concluded that the charge of “inefficiency” has been established, however, charge of “misconduct” could not be proved.

The Authorised Officer imposed the ‘minor’ penalty of “withholding of one annual increment” (without cumulative effect) upon Mazhar Ali under Rule 4(1)(a)(ii) of the Govt. Servants (Efficiency & Discipline) Rules, 1973. His performance allowance will also be stopped for six months from the date of award of penalty as provided in Para 7(ii) of the Performance Allowance Guidelines, 2015 and he will have to appear afresh for restoration of the same.

The officer has been reinstated into service with immediate effect and the period of his suspension from March 19, 2015 onwards will be treated as leave of kind due and admissible under the Rules.
