Minor penalty imposed on Customs Dy Chemical Examiner Shams

ISLAMABAD: The minor penalty of ‘withholding of increment for two years’ has been imposed on Shams-uz-Zaman, Deputy Chemical Examiner (BS-18), on the charge of inefficiency.

The disciplinary proceedings were initiated against the officer under the Government Servants (Efficiency & Discipline) Rules, 1973 on account of acts of omission and commission, constituting ‘inefficiency’, ‘misconduct’ and ‘corruption’, committed by the accused officer while being posted as Assistant Chemical Examiner (BS-17) in Customs Laboratory, Custom House Karachi.

Muhammad Irfan Wahid, Additional Collector (BS-19), MCC Appraisement (West) Karachi was appointed as inquiry officer, who submitted the inquiry report with the conclusion that the officer was found guilty of ‘inefficiency’ and ‘misconduct’.

After having examined the inquiry report, reply to the show-cause notice, case record and verbal submissions of the accused officer, the Authorised Officer/Member (Admn) found the accused officer guilty of the charge of “inefficiency” levelled against him in the charge sheet/statement of allegations and imposed a minor penalty of “withholding of increment for two years falling on December, 2016 & 2017 without cumulative effect” upon Shams-uz-Zaman under Rule 4(1)(a)(ii) of the Government Servants (E&D) Rules, 1973.

On conclusion of the disciplinary proceedings, the accused officer was reinstated into service and the period during which he remained under suspension from March 04, 2015 to January 05, 2016 will be treated as leave of kind due and admissible to him.

However, Shams-uz-Zaman has right of appeal to the Appellate Authority as provided under the Civil Servants (Appeals) Rules, 1977.
