Principal Appraiser Ghulam Murtaza penalised for inefficiency

ISLAMABAD: Ghulam Murtaza, Principal Appraiser (BS-16), Model Customs Collectorate of Port Muhammad Bin Qasim, Karachi, has been given major penalty of “reduction to a lower stage in time scale – (two stages lower)” for inefficiency.

The disciplinary proceedings under Government Servants (Efficiency & Discipline) Rules, 1973 were initiated against Ghulam Murtaza vide Charge Sheet No.10 (10)/2015-Cust-III dated 12.05.2015. Shafiq Ahmad Latki, Additional Collector, MCC Port Muhammad Bin Qasim, Karachi was appointed inquiry officer to conduct inquiry on account of various acts of omission and commission committed by the accused officer constituting inefficiency, misconduct & corruption.

According to the inquiry report dated, the charge of “inefficiency” was established against the accused officer. After considering the charges framed in the charge sheet, inquiry report and other available record, the accused officer has been found guilty of “inefficiency” under rules 3(a) of the Government Servants (Efficiency and Discipline) Rules, 1973.

The Member (Admn) FBR being authority in this case, after having considered all aspects of the case and the recommendations of the authorized officer imposed the major penalty of “reduction to a lower stage in time scale – (two stages lower)” upon the accused officer under rule 4(1)(b)(i) of the Govt Servants (Efficiency & Discipline) Rules, 1973. His performance allowance will be stopped for one year from the date of award of penalty as provided in Para 7(iii) of the Performance Allowance Guidelines, 2015 and he will have to appear afresh for restoration of the same.

However, the officer has been reinstated into service with immediate effect and the period of suspension with effect from May 06, 2015 till date, will be considered as leave of kind due to admissible under the rules.
