Appraisement East Appraiser Asghar Mirani found guilty of ‘inefficiency and misconduct’

KARACHI: The performance allowance of Ghulam Asghar Mirani, Customs Collectorate Appraisement-East Appraiser, has been suspended after he was found guilty of inefficiency and misconduct.

A letter issued by Secretary Mgt Customs-III Qasim Khan Khattak stated that: “Whereas disciplinary proceedings under Government Servants (Efficiency and Discipline) Rules, 1973 were initiated against Ghulam Asghar Mirani, Appraiser BS 16, Customs Collectorate of Appraisement-East vide Charge Sheet No 10(19)/2015-Cust-III dated 30.6.2015.”

Adnan Iqbal Swati, Additional Director, Directorate of Input Output Co-Efficient Organization (South) Karachi was appointed as the inquiry officer due to various acts of omission and commission committed by the accused officer constituting inefficiency, misconduct and corruption.

Whereas, the inquiry officer submitted inquiry report dated 7.10.2015, according to which the charges of “inefficiency and misconduct” were established against the accused officer. A show cause notice dated 16.11.2015 was issued to the accused officer and he was also called for personal hearing by the authorized officer on 9.12.2015.

After considering the charges framed in the charge sheet, inquiry report and other available record, the accused officer has been found guilty of “inefficiency” under rules 3(a) of the Government Servants (Efficiency and Disciplines) Rules, 1973.

The authorized officer has therefore, imposed minor penalty of censure upon Ghulam Asghar Mirani, Appraiser under 4(1)(b)(i) of the Government Servants (Efficiency and Discipline) Rules, 1973. His performance allowance shall be stopped for six months from the date of award of penalty as provided in Para 7(ii) of the Performance Allowance Guidelines, 2015 and he will have to appear afresh for restoration of the same”.
