JAKARTA: To reduce dwelling time, the government has announced a new policy that would integrate risk assessment on goods imported and exported through Indonesia’s ports.
The policy, dubbed Indonesia Single Risk Management, would standardize and streamline procedures across 18 institutions or ministries that currently evaluate the shipments. This will be done to minimize conflicting decisions among the officials, which often delays clearance, Coordinating Minister for Economic Affairs Darmin Nasution said on Tuesday (29/03).
The Food and Drug Monitoring Agency (BPOM) and Customs and Excise will first integrate their systems under a single platform to effectively assess and allow the raw material for drugs, drinks and foods to enter the country.
As a result, the streamlined process will reduce vessel dwelling time to 3.7 days from 4.7 days, Darmin said. The government is targeting the national dwelling time to thereafter reduce to 3.5 days by the end of this year and eventually only three days in 2017.
In August, the government will expand its integrated platform to include the Trade Ministry and Agriculture Ministry.
The policy is part of the government’s 11th policy package, which also offers lower loan interest rates for small business that export their products and offers incentives for pharmaceutical business to reduce their medicine prices.
The administration has announced various policy packages that aim to accelerate economic growth to more than 5 percent this year, from just 4.8 percent last year. The implementation of the policies, however, have been slow, often due to administrative issues.
