Dy Commissioner-IR Khawar censured for inefficiency, misconduct

ISLAMABAD: Khawar Siddique, an Inland Revenue Service officer of BS-18, presently posted as Deputy Commissioner-IR, RTO, Lahore, has been censured for ‘inefficiency’ and ‘misconduct’.

As per details, the disciplinary proceedings were initiated against the accused officer on the basis of a complaint received from Chief Commissioner-IR, RTO, Faisalabad with the following allegations: i. That he left more than 450 orders unsigned, although the demand was entered the DCR. ii. That he created/entered a demand of Rs 14.669 million in DCR, which was prima facie irrecoverable and in fructuous. iii. That he passed orders u/s 122C which were out of jurisdiction and he never checked whether the taxpayers were already on NTN roll or not.

The charge sheet on account of ‘inefficiency’ and ‘misconduct,’ under Rule 3(a) & (b) of the Government Servants (Efficiency & Discipline), Rules, 1973, was issued on December 16, 2014. Inquiry officer Muhammad Nasir Khan, (IRS/BS-20), Commissioner-IR, RTO, Faisalabad established the charges levelled against the accused officer.

The competent authority on the basis of relevant record, inquiry report and written and verbal explanations of the accused officer, concluded that Khawar Siddique was guilty of the said charges. In view of the same, the authorised officer/Member (Admin), FBR imposed the minor penalty of ‘censure’ under Rule 4(1)(a)(i) of the Government Servants (Efficiency & Disciplinary) Rules 1973, upon him.

However, Khawar Siddique will have a right to appeal to the Appellate Authority under Civil Servants (Appeal) Rules, 1977 within a period of 30 days from the date of communication of the notification.
