Principal Appraiser Javed punished for inefficiency

ISLAMABAD: Javed Ashan, Principal Appraiser, MCC Appraisement-West, Karachi, has been given minor penalty of “withholding of promotion till September 18, 2017 for inefficiency.

As per details, the disciplinary proceedings were initiated against the officer under Government Servants (Efficiency & Discipline) Rules, 1973, while Irfan Javed, Additional Collector, MCC Exports, Karachi, was appointed as inquiry officer to conduct inquiry on account of various acts of omission and commission committed by the accused officer constituting ‘inefficiency’ and ‘misconduct’.

According to the inquiry report, the charge of “inefficiency” was established against the accused officer. He was also called for personal hearing by the authorised officer. After considering the charges framed in the charge sheet, inquiry report and other available record, the accused officer was found guilty of “inefficiency” under rules 3(a) of the Government Servants (Efficiency and Discipline) Rules, 1973.

The authorised officer imposed minor penalty of “with-holding of promotion till 18.09.2017 upon Javed Ahsan under rule 4(1) (a)(ii) of the Govt. Servants (Efficiency & Discipline) Rules, 1973. His performance allowance will also be stopped for six months from the date of award of the minor penalty as provided in Para 7(ii) of the Performance Allowance Guidelines, 2015 and he will have to appear afresh for restoration of the same.
