ISLAMABAD: Mateen Ullah, a Senior Preventive Officer (BS-16), has been given major penalty of compulsory retirement over misconduct.
As per details, the disciplinary proceedings were initiated against the officer, posted at Model Customs Collectorate of Preventive, Karachi, under Government Servants (Efficiency & Discipline) Rules, 1973. Asfand Yar Khan, Deputy Collector, MCC, Appraisement-West, Karachi was appointed as inquiry officer to probe into the charges on account of various acts of omission and commission committed by the accused officer constituting ‘inefficiency’ and ‘misconduct’.
According to the inquiry report, the charges levelled against the accused officer were established. A show-cause notice was issued to the accused officer and he was also called for personal hearing by the authorised officer on April 07, 2016. After considering the charges framed in the charge sheet, inquiry report and other available record, the accused officer was found guilty of ‘inefficiency’ and ‘misconduct’ under rules 3(a)&(b) of the Government Servants (Efficiency and Discipline) Rules, 1973.
The Member (Admin), being authority in this case, after having considered all aspects of the case and the recommendations of the authorised officer, imposed the major penalty of ‘compulsory retirement’ upon Mateen Ullah under rule 4(1)(b)(ii) of the Govt. Servants (Efficiency & Discipline) Rules, 1973 with immediate effect.
The period of suspension of the accused officer with effect from December 01, 2015 till date will be treated as a leave of kind due and admissible under the rules. However, the officer will have right of appeal as admissible in the Civil Servants (Appeal) Rules, 1977.
