FBR bars Preventive to procure ‘patrolling boats’ to monitor territorial waters

KARACHI: The Federal Board of Revenue (FBR) has restrained the Collectorate of Customs Preventive, Custom House, in procuring patrolling boats for monitoring and enforcement activities in its territorial waters, Customs Today has learnt.

Chief Collector, Customs Enforcement South Muhammad Zahid Khokhar told Customs Today that the plan to procure patrolling boats were withheld because the authorities directed customs to pay the duties and taxes of the boats on their own. However, the cost of the boats would increase and will go out of the budget if duties and taxes are paid, he added.

“Now, this year, keeping in view the payments of duties/taxes, the MCC Preventive will invite bids for the purchase of patrolling boats very soon”, Zahid Khokhar added.

In February 2016, the Customs Preventive Deputy Collector Headquarters, Muhammad Moazzam Raza had invited bids from the interested parties under International Competitive Bidding (ICB) through single stage two envelop process under a fixed price lump sum contract.

The official sources told Customs Today that the bids were opened on March 3, 2016 in the conference room at 5th floor of Custom House Karachi in the presence of bidders or their representatives who choose to be present on the occasion.

The bidders sending their bid by post are required to send it in a manner that the same should reach the bid submission venue a day earlier to avoid any late submission. The bidders were encouraged to attend the said meetings well versed with the Standard Bidding Documents and any related queries/ clarification, sources said.

It was also advised that the bids must accompany a bid security of 2 percent of the total bid price in shape of Pay Order or Bank Draft from any branch of any standard double A rated bank in Karachi in favor of Chief Procurement Officer, Customs Preventive Karachi in a separate envelope. Late bids without bid security in the prescribed format and/or with unsigned bid form, shall be rendered non-responsive at the time of technical bid opening.

The bidders were requested to quote their best and final prices as no negotiation on the prices are allowed. Electronic submission of bids is not allowed, the sources went on to say.
