Intelligence officer Munir punished over inefficiency, misconduct

ISLAMABAD: Munir Ahmed Chandio, a Pakistan Customs Service officer, has been given minor penalty of “withholding of two increments with cumulative effect” for inefficiency and misconduct.

The disciplinary proceedings were initiated against the officer, presently posted as Intelligence officer at Directorate of Intelligence & Investigation, Hyderabad, under Government Servants (Efficiency & Discipline) Rules, 1973.

Zaheer Abbas, Deputy Director, Directorate General of Intelligence & Investigation, Islamabad, was appointed as inquiry officer to probe into the account of various acts of omission and commission committed by the accused officer constituting ‘inefficiency’, and ‘misconduct’.

According to the inquiry report, the charges of ‘inefficiency’ and ‘misconduct’ were established against the accused officer. A show-cause notice was issued to the accused officer dated 18.11.2016 and he was also called for personal hearing by the authorized officer on 25.01.2017.

After considering the charges framed in the charge sheet, inquiry report, personal hearing and other available record, the accused officer was found guilty of “inefficiency” and “misconduct” under rules 3(a) & (b) of the Government Servants (Efficiency and Discipline) Rules, 1973.

The authorized officer imposed minor penalty of “withholding of two increments with cumulative effect” upon Munir Ahmed Chandio under rule 4(1)(a)(ii) of the Govt. Servants (Efficiency & Discipline) Rules, 1973.
