Customs Valuation revises values of wallpapers

KARACHI: The Directorate General of Customs Valuation has revised the Customs values of wallpapers through Valuation Ruling No 1048/2017 under Section 25A of the Customs Act, 1969.According to details, The Customs values of wallpapers were determined vide Valuation Ruling No.680/2014 dated 26-08-2014. The Valuation Ruling was more than two years old and needed to be revised in line of current price trends in the international market, exercise was conducted to re-determine Customs values of wallpapers afresh.

Stakeholder’s participation in determination of Customs values: Stakeholders’ meetings were scheduled on 28.06.2016, 04.07.2016, 11.08.2016 and 16.02.2017. All stakeholders were requested to submit the following documents: Invoices of imports during last three months showing factual values. Websites, names and E-mail addresses of known foreign manufacturers of the item in question through which the actual current values can be ascertained.

Copies of Contracts made / LCs opened during the last three months showing the values of item in question. Copies of Sales Tax Invoices issued during last three months showing the difference in price (excluding duty and taxes) to substantiate that the benefit of difference in price is passed on to the local buyers. No one appeared for the scheduled meetings nor any documents was received from any stakeholders which shows that the importers are disinterested in proceedings and values are considerably higher than their declarations and by keeping themselves absent. They may have created an alibi for being unheard. Valuation methods given in Section 25 01 the Customs Act, 1969 were followed
