PAC seeks reports about corruption in Islamabad Cultural Complex

ISLAMABAD: Sub-Committee of the Public Accounts Committee (PAC) Thursday directed the Capital Development Authority (CDA) and National Accountability Bureau (NAB) to submit reports with regard to corruption in the Islamabad Cultural Complex (ICC) till May 15.

The committee meeting, chaired by Mushahid Hussain Syed at Parliament House, was attended among others Dr Arif Alvi and Mian Abdul Manan, audit authorities besides officials of CDA, NAB and ICC.

The body reviewed the audit objections of the CDA for the year 2011-12. The sub-committee asked the CDA whether it had fixed the responsibility that who was behind the corruption and malpractice in financial matters of Islamabad Cultural Complex.

Imtiaz Anayat Elahi, the then CDA chairman, assured the committee that investigation in this regard was underway, which would be completed within one week. He said the contractor had withdrawn the cash guarantee in connivance with the bank staff, following which the authority had stopped the construction work.

On the matter of sale of a commercial plot in G-11 sector on lower rate, the committee members observed that blue eyed persons were obliged by CDA bidding committee and board, setting aside all rules and regulations.

The committee directed the Ministry of Capital Administration and Development Division (CADD) to hold an inquiry into the matter and submit a report within three weeks.

Mian Abdul Manan said that five star hotels were constructed in Grand Hayat and Centaurs malls, which as per rules could not be set up. The members said that the owner of the Centaurs mall was allowed to construct a 20-storey building.

The CDA officials said that a plot was allotted to the Centaurs owner for construction of a hotel in 2015 and now the case was with the NAB and Federal Investigation Agency (FIA). The committee directed the authority to demolish all illegal construction and structure as per law across the federal capital at the earliest.
