DG Valuation revises customs values of plain particle board & primed, melamine

KARACHI: The Directorate General of Customs Valuation has revised the customs values of plain particle board and primed, melamine and veneered moulded fiber door skin vide Valuation Ruling No 1187/2017 under Section 25A of the Customs Act, 1969.According to details.

According to the details, the customs values of plain particle board and prime, melamine and veneered moulded fiber door skin were determined vide Valuation Ruling No.925/2016 dated 07.09.2016. Some importers requested for revision of the aforementioned Valuation Ruling in the light of the order of Sindh High Court, Karachi, in CP 6918 dated 10.11.2015. Hence, an exercise was undertaken to re-determine the customs value of the subject goods under Section 25A of the Customs Act, 1969 keeping in view the international price trend.

Stakeholders’ meeting was scheduled on 15.06.2017. All participants were requested to submit the invoices of imports during last three months showing factual value.

Websites, names and e-mail addresses of known foreign manufacturers of the item in question through which the actual current value can be ascertained. Copies of Contracts made / LCs opened during the last three months showing the value of item in question.

Copies of sales tax invoices issued during last three months showing the difference in price (excluding duty and taxes) to substantiate that the benefit of difference in price is passed on to the local buyers.

The meeting was attended by importers and local manufacturer. The importers requested that the prices of the subject commodity were lower in the international market whereas, the local manufacturer insisted that the prices are on higher side. The matter was discussed at length and the import evidences/invoices available on record were shown to importers. The requisitioned documents were however not submitted by the participants.
