Customs facing difficulties in formulating computerised manual

KARACHI: The authorities of Pakistan Customs are facing difficulties in formulating first-ever computerised customs manual, it is learnt.

Sources informed Customs Today that the authorities concerned of MCC-Appraisement-West, MCC-Appraisement-East) and MCC-Port Qasim while following the directives of Appraisement-South Chief Collector Nasir Masroor are working on formulating the customs manual. However, the authorities concerned are facing difficulties in giving an initial shape to the manual due to very vast spectrum of clearance, examination, warehousing and others modules of customs procedures.

“It is indeed a very lengthy process to computerise all clearance data of Pakistan Customs in order to formulate customs manual, while the authorities concerned are making their utmost efforts in this regard,” sources added.

They also said that the authorities concerned of all three field formation collectorates – Appraisement-West, Appraisement-East and MCC Port Qasim – have held several meetings to discuss different aspects in formulation of the manual and thoroughly study the previous issued public notices, office orders and standing orders in this regard.

To a query, sources said that a meeting of all the authorities concerned of all three field formation collectorates is likely in the last week of this month, in which initial study would be implemented in formulating the manual.

Chief Collector Nasir Masroor in the start of 2nd quarter of the fiscal year 2014-15 had asked the customs officials to start work on formulating customs manual and appointed Appraisement-West MCC Muhammad Saleem as a focal person, who look after the development into the entire procedure.

If the present regime of Pakistan Customs gets success in making contemporary customs manual, then it would be certainly a big achievement, as the last manual was introduced some 25 years ago.
