FBR takes strict notice of non-compliance of auction rules by field formations

ISLAMABAD: Federal Board of Revenue (FBR) has taken strict notice of non-compliance of auction rules by Lahore, Peshawar, Islamabad and Faisalabad field formations.

Sources told Customs Today that it has been revealed in a report that field offices of Federal Board of Revenue at Lahore, Peshawar, Islamabad, and Faisalabad did not record National Tax Numbers of successful bidders and take copy of National Identity card of second highest bidders as required under the law.

M/s Punjab Auctioneer had been working as public auctioneer for the Directorate of Intelligence and Investigation Faisalabad since 2012 without registration as required under law.

According to the rule 66 (ii) of Customs Rules 2001, dated 18 June 200, the bid amounts and the names of highest bidders shall be recorded in the file by the Customs staff supervising the auction along with its copies of CNIC as well as NTN of the successful bidders. Further according to rule 53 an auctioneer should be registered by a selection committee consisting of the collector, additional collector (in-charge of auction), and deputy collector or the assistant collector (concerned).

Federal Board of Revenue has recommended that immediate corrective action should be taken along with ensuring the strict compliance of customs auction related rules, 2001. Federal Board of Revenue also directed to the field offices to reexamine the issue and submit a comprehensive report.

It is also important to mention here that lapse was pointed out to the field formations last year but the field formations did not take it seriously.
