It is pertinent to mention that Customs Inspectors appointed in the year 1988-89 have not been promoted after a lapse of 30 years. According to recruitment rules of Federal Board of Revenue, the Inspector is eligible for promotion to the post of deputy superintendent.

However, the cadre of Deputy Superintendent has been declared as dying cadre in the new Recruitment Rules 2015. Hence, no promotion can be made against dying cadre post of deputy superintendent. However, they will be considered for promotion as Superintendent (Customs) against vacancies which have recently become vacant.

However, with a view to give promotional incentives to the incumbent Inspectors, they were upgraded thrice i.e. to BS12, BS14 and BS16 during the years 2003, 2008 and 2013 respectively. Federal Board of Revenue is of view that the Inspectors Customs and Intelligence Officers appointed in the years 1988-89 could not be promoted due to non-availability of vacancies in the cadre.
