DG Valuation revises customs values of thermal paper/fax machine paper in roll

MULTAN: Directorate-General of Customs Valuation has revised value of thermal paper/fax machine paper in roll under Section 25-A of the Customs act 1969, vide Valuation Ruling No.1388/2019.

It was brought to notice of Directorate General of Customs Valuation by Pakistan Association of printing and graphic art industry Karachi that that customs values of thermal paper/fax machine paper in roll is assessed at lower values.

The examination and analysis of import shows vast variations in declarations and therefore an exercise was initiated to determine the customs value of thermal paper/fax machine paper in roll in the light of current international prices.

All Pakistan Paper merchants Association along with other stakeholders meeting was held to settle issue of valuation and for revision of the ruling to bring the values in line with prevailing prices in the international market. Keeping in view, Directorate General initiated an exercise for re-determination of the Customs Values of the thermal paper/fax machine paper in roll in terms of section 25-A of the Customs Act 1969.

Meeting was held with stakeholders and they were requested to submit the invoices of imports during the last three months showing factual value, websites, names and email addresses of known foreign manufacturers of the items in question through which actual value could be ascertained.

The customs values of thermal paper/fax machine paper in roll was determined vide valuation ruling No.1388/2018. Representations were received from importers and requested to re-determine customs values of goods in line with current values available in the international market.

Directorate of Customs Valuation initiated an exercise to determine customs values of goods afresh in the light of existing international market prices.Accordingly, thermal paper in roll length 500 meter under PCT Chapter 4811.5910 imported from China would be assessed to duty and taxes at $2.00/KG and Korea would be assessed in to duty and taxes at $2.05/KG and from other countries would be assessed at $2.10/KG.

Thermal paper/fax machine paper in roll (for fax max machines length up to 500 meter under PCT Chapter 4811.5910 imported from China , Korea and others would be assessed to duty and taxes at $1.80/KG,$1.90/KG and 1.90/KG respectively. Thermal paper/fax machine paper in Jumbo roll length more than 500 meters of any width imported from China, Korea and others would be assessed to duty and taxes at $1.60/KG,$1.65/KG and $1.70/KG respectively.

Directorate General of Customs Valuation has directed Customs Collectorate to apply revise value of of thermal paper/fax machine paper in roll at the time of determination.
