DG Valuation revises customs values of non-carbon releasing paper, art card/coated board/paper & lightweight coated papers

KARACHI: Directorate of Customs Valuation has revised customs values of non-carbon releasing paper, art card/coated board/paper and lightweight coated papers under section 25 (9) of the Customs Act, 1969, vide Valuation Ruling No.1394/2019.

According to the revised valuation ruling, the customs values of said items were earlier determined in 28 August 2017 hence All Pakistan Paper Merchants Association, Karachi submitted a request for revision as the current prices had increased in the international market. Directorate General initiated an exercise for re-determination of the Customs Values of the non-carbon releasing paper, art card/coated board/paper and lightweight coated papers in terms of section 25-A of the Customs act 1969.

For the purpose, the meeting was held on 08 August, 2019 and the stakeholders were requested to submit the relevant documents in order to support their arguments. The stakeholders during meeting were of view that the prices had decreased substantially in the international market and requested the Director General Customs Valuation to re-determine the customs values of non-carbon releasing papers, art card/coated board/paper and light as per the prevailing prices.

Directorate of Customs Valuation has adopted valuation methods under section 25 of the Customs Act, 1969 to arrive at customs values of said items. Accordingly, non-carbon releasing paper coated front and back in sheets under PCT Heading 4809.2000 imported from China and Indonesia would be assessed to duty and taxes at $1.42/KG and $1.43/KG respectively.

Non-carbon releasing paper coated back and front in sheets imported from China and Indonesia would be assessed to duty and taxes at $1.40/KG. One/both side coated art card/board with Kaolin (China clay) or other organic substances or any other kind of coated under PCT heading 4810.1990 and 4810.9900 imported from China, Indonesia, Korea, Japan, Europe and others would be assessed to $0.77/KG, $0.78/KG, $0.79/KG, $0.77/KG, $0.85/KG and$0.79/KG respectively. Light weighted coated papers imported from all origins would be assessed to duty and taxes at $0.76 /KG

Directorate General of Customs Valuation has directed Customs Collectorate to apply revise value of non-carbon releasing paper, art card/coated board/paper and lightweight coated papers at the time of determination.
