ADC Appraisement West seeks quick clearance in examination

KARACHI: Collectorate of Customs Appraisement West Additional Collector Muhammad Amir Thahim suggested following proposals for quick clearance in examination .

  1. Single item examination reports should be fed in the system on priority basis preferably in first half of the day.
  2. In respect of GDs marked for examination, the examination staff is reportedly sending unnecessary samples to group and lab which may be avoided as it causes undue delay in clearance of consignments.
  3. Most of the time, the samples marked for lab test and group remain at the ports for 24 hours which may be forwarded to the lab/group the same day.
  4. It has been noticed specifically in cases of steel consignments that samples are being sent lab test without any specific requirement which be avoided.
  5. In some cases, the examination reports sent by the staff does not conform to the need of assessment including non-adherence to new UOMs as per CGOs 15/2019 and 17/2019, absences of desired particulars like HP, kW, size etc. Resultantly, consignments are sent for re-examination to confirm the required details which increases the dwell time of clearance of consignments.
  6. Complaints have been received that there is excessive opening of packages during examination causing undue damage to the consignments which may be avoided.
  7. It has been observed that in cases where re-examination is required by clearing agents or importers, the requests are sent to AC (MIS) or AC-Group. All such requests may be examined and decided by the concerned DC-Examination at their end.
  8. Take up the matter of “Auction Hold” with terminal operators with respect to GDs already assessed and cleared by the Collectorate since the requirement of manual release letter further increase the dwell time of clearance.
  9. Any consignment having goods of Indian origin regardless of their quantity may be sent for assessment with appropriate “Assessment Alerts” in order to avoid any lapse.
  10. The shed staff should reach office on time and finish their work at the earliest. There are multiple complaints of uncalled for delay in submission of reports in the odd hours of the night.
