KARACHI: Directorate General of Customs Valuation Karachi has revised the customs values for the import of solid surface materials and sheets from China, Korea, and the USA. This update, issued under ruling No. 1891 of 2024, affects Counter Top Sheets, Artificial Stone Sheets, Artificial Marble Sheets, Solid Surface Sheets, and Cast Acrylic Sheets made from Acrylic Polymers and Unsaturated Polyesters.
The revision follows a complaint lodged with the Federal Tax Ombudsman (FTO) regarding the previously determined customs values under Valuation Ruling No. 1679/2022. The FTO instructed the Directorate General to reassess the values after providing a hearing to the complainant.
Representatives from M/s Engineering Services argued that their imports, primarily composed of Unsaturated Polyesters, do not fit within the current HS codes due to their constituent raw materials. They noted that the market prices for these products are significantly lower than those made from Acrylic Polymers, thus necessitating a reclassification. This position was supported by M/s Prisma Tech (Pvt) Ltd, a local manufacturer.
In response, the Directorate General conducted a detailed examination, including a review of ninety days’ data and market inquiries. Consequently, new customs values for the import of Counter Top Sheets, Solid Surface Sheets, Artificial Marble Sheets, Artificial Stone Sheets, and Cast Acrylic Sheets of Acrylic Polymers (Corian) have been established. These values will be used for the assessment of duties and taxes at the import stage.
This adjustment aims to ensure accurate and fair valuation, reflecting the true market prices and composition of the imported goods.
