FBR dismisses IR Inspector Irfan Malik over inefficiency & misconduct

LAHORE: The Federal Board of Revenue (FBR) has dismissed an Inland Revenue (IR) Inspector from service on charges of inefficiency and misconduct.

The decision was taken after a thorough inquiry into the unauthorized absence of Muhammad Irfan Malik, Inspector-IR, posted at Regional Tax Office (RTO), Rawalpindi.

According to an official notification issued by the FBR, disciplinary proceedings were initiated against Muhammad Irfan Malik following reports from the Assistant Commissioner Inland Revenue (ACIR), Unit-I, City Zone, RTO Rawalpindi. The report highlighted that the official had been absent from duty without approval since July 1, 2024, and failed to provide any explanation despite repeated notices.

Charges and Inquiry Findings

The FBR detailed the charges against the Inspector, stating that:

• He remained absent from duty without prior approval.

• Despite being served an explanation call letter on August 2, 2024, he failed to respond.

• Inquiry proceedings revealed that he had applied for leave from July 8, 2024, but had already departed abroad on June 29, 2024, indicating false pretenses.

Ms. Nafeesa Satti, Commissioner-IR, RTO Rawalpindi, was appointed as the Inquiry Officer to investigate the matter. The inquiry findings concluded that the accused official did not appear before the inquiry committee or submit any defense. His absence was deemed a clear case of misconduct and inefficiency.

Show Cause Notice and Final Decision

Following the inquiry, a Show Cause Notice was issued to Muhammad Irfan Malik, directing him to submit a reply within 14 days. The notice was dispatched to his registered home address, but was returned undelivered with remarks stating that either he had vacated the residence or the name did not match. The RTO office also attempted to reach him through email and WhatsApp, but no response was received.

After reviewing all evidence, the FBR headquarters concluded that the charges against the Inspector were fully substantiated. Consequently, the Member (Admn/HR) of FBR, acting as the competent authority, imposed the major penalty of “Removal from Service” on Muhammad Irfan Malik, Inspector-IR (BS-16), RTO Rawalpindi.

This decision reflects FBR’s strict stance against misconduct within its ranks. The department reiterated its commitment to upholding discipline and ensuring that officials fulfill their responsibilities with integrity. The FBR has warned that similar action will be taken against any officials found guilty of inefficiency or violations of service rules.
