FTO launches Manual to empower taxpayers with their rights

LAHORE: The Federal Tax Ombudsman (FTO) has taken a significant step toward ensuring transparency and fairness in Pakistan’s taxation system by releasing the first-ever Manual of Taxpayers Rights. This comprehensive document is designed to empower taxpayers by providing them with a clear understanding of their legal rights under the Constitution and the Federal Tax Laws of Pakistan.

The manual was meticulously prepared by a team of senior advisors within the FTO, including Muhammad Tanvir Akhtar (Advisor Income Tax), Dr. Arsalan Subuctageen (Advisor Customs), Mr. Almas Ali Jovindah (Advisor Legal), Muhammad Nazim Saleem (Advisor Sales Tax), and Dr. Usman Shaukat Khan (AD-Research). Their collective expertise, under the leadership of FTO Dr. Asif Mahmood Jah, has resulted in a user-friendly guide intended for taxpayers across the nation.

Commitment to addressing maladministration

Dr. Asif Mahmood Jah emphasized the FTO’s unwavering commitment to addressing cases of maladministration by tax authorities that result in injustice to any individual. The launch of the Manual of Taxpayers Rights directly supports the FTO’s core mission of protecting taxpayers’ rights and promoting accountability within the tax administration framework.

“Taxpayers are the backbone of our economy. Yet, the complexity of tax laws often makes it difficult for them to fully understand their rights,” stated Dr. Jah. He added that the FTO receives numerous complaints, many of which stem from a lack of taxpayer awareness. “This manual is a vital tool to bridge that gap.”

The manual is designed to explain the various rights that taxpayers possess under the law in simple and accessible language. This clarity is intended to prevent taxpayers from being exploited or misled by tax authorities due to a lack of knowledge. The document provides insights into important legal provisions, relevant guidelines, and international best practices that safeguard the interests of taxpayers.

Upholding rights for a just tax system

The FTO underscores that a just and transparent tax system is fundamentally dependent on the full protection of taxpayers’ rights. A system that neglects these rights not only erodes public trust but also hinders the long-term sustainability of tax collection and effective governance. The FTO reiterated that upholding taxpayers’ rights is not merely a matter of legal compliance but is essential for national economic growth and strengthening the legitimacy of state institutions.

The Manual of Taxpayers Rights is readily available online via the official website of the FTO Secretariat in Islamabad. It also features an in-built mechanism to facilitate regular updates, ensuring its continued relevance and accuracy. The FTO anticipates that this manual will serve as an invaluable resource for the taxpayer community, legal experts, tax professionals, and even officials within the Federal Board of Revenue (FBR).

By enhancing awareness and understanding of taxpayer rights, the FTO aims to cultivate a more transparent, equitable, and efficient tax ecosystem in Pakistan, ultimately fostering a better relationship between taxpayers and the tax administration.
