ISLAMABAD: The Federal Board of Revenue (FBR) has officially published a draft of further amendments to the Income Tax Rules, 2002, signaling upcoming changes to tax filing procedures. Issued under Statutory Regulatory Order (S.R.O.) 1212 (I)/2025, this draft is now open for public review, and the FBR has invited all affected persons to submit their objections or suggestions within a strict seven-day period.

This move comes as the FBR exercises its powers conferred by sub-section (1) of section 237 of the Income Tax Ordinance, 2001 (XLIX of 2001), which mandates public consultation on proposed rule changes.

Details of the Draft Amendments

The S.R.O. 1212 (I)/2025 contains the proposed alterations to the existing Income Tax Rules, 2002. While the specific details of the amendments are contained within the full text of the S.R.O., its publication indicates that the FBR is moving forward with updates that could impact various aspects of income tax compliance and filing. These amendments are crucial for taxpayers as they define the operational modalities for implementing the Income Tax Ordinance.

Public Consultation Period

As required by sub-section (3) of Section 237 of the Income Tax Ordinance, 2001, the FBR has formally given notice that any objections or suggestions regarding the draft amendments must be sent for consideration within seven days of its publication in the official Gazette.

The FBR has assured that all objections or suggestions received before the expiry of this period will be duly taken into consideration. This brief window emphasizes the urgency for taxpayers, tax professionals, and businesses to review the proposed changes and provide their input promptly.

Importance for Taxpayers

The publication of this draft is a critical step in the legislative process for tax rules. It provides an opportunity for stakeholders to voice concerns or propose improvements before the amendments are finalized and enacted. Taxpayers are encouraged to:

Access the S.R.O.: Obtain and review the full text of S.R.O. 1212 (I)/2025 .

Understand the Impact: Analyze how the proposed amendments might affect their tax obligations, filing procedures, or business operations.

Submit Feedback: Prepare and send well-reasoned objections or suggestions to the FBR within the stipulated seven-day timeframe.

This public consultation phase is vital for ensuring that the final tax rules are practical, fair, and conducive to a stable tax environment. The FBR’s commitment to considering public input highlights the importance of stakeholder engagement in the tax policy-making process.
