Punjab to create Mines and Minerals Force to curb illegal mining across the province

LAHORE: The Punjab government has approved the establishment of a dedicated Mines and Minerals Force to curb illegal mining across the province.

A statement issued in this regard stated that legislation for creating the new force has been finalised, and the Punjab Assembly’s Standing Committee has approved the Mines and Minerals Bill 2025. The bill aims to introduce a transparent, modern regulatory framework and to provide a conducive environment for both local and foreign investment in the sector.

Under the new law, strict rules for licensing, monitoring, and mining operations have been introduced. Deposits related to nuclear energy, oil, and gas will not fall under this legislation. A new system will be implemented for exploration, prospecting, and mining titles, with provisions for the immediate cancellation of inactive licenses.

The bill mandates Social Impact and Environmental Management Plans for all title holders. Non-utilised mining licenses will be cancelled promptly, and penalties for violations—including fines, suspension, and cancellation of licenses—have been enhanced.

A new directorate structure will be created within the Mines and Minerals Department. The Director General will have broad powers over licensing, monitoring, and recovery, while District Mining Liaison Committees will be formed at the district level.

Additionally, the government will set a new procedure for appointing the Director General of Mines and Minerals, who will have full authority to hire officers, engineers, and geologists.
