ISLAMABAD: Pakistan Customs has issued a strict warning to importers, stating that the processing of Goods Declarations (GDs) will be frozen if required documents are incomplete or missing.

Authorities have instructed importers and clearing agents to ensure that every GD filed includes:

Tax Preparation & Planning

• A container-wise detailed packing list, showing container and seal numbers

• Complete description, quantity, and weight of each item

• A commercial invoice that matches the items in the packing list

• Any other documents necessary to verify the accuracy of the declaration

The directive comes after customs officials observed repeated instances of importers failing to submit container-wise packing lists, causing delays in examination and assessment and creating operational challenges under the Faceless Examination system through the Central Examination Cell (CEC).

Officials confirmed that clearance of several import consignments has already been suspended due to missing or incomplete documentation. All documents must now be submitted electronically via the Web-Based One Customs (WeBOC) system, along with accurate and complete GDs.

Pakistan Customs emphasized that providing a detailed packing list is a mandatory requirement under Customs Rules. Each packing list must include container numbers, package marks, item-wise weight, description, and total package count.

Authorities noted that strict compliance with these documentary requirements will expedite customs examination, reduce queries, and shorten the dwell time of consignments at ports and terminals, benefiting both importers and logistics operations.
