Govt digitizes civil servants’ asset declarations via new FBR Portal

ISLAMABAD: The federal government recently issued a memorandum to digitize income and asset declarations for senior civil servants. Officers in Grade BS-17 and above will no longer use the traditional manual process. Instead, they must submit their financial details and asset declarations through a dedicated Federal Board of Revenue (FBR) online portal.

The Establishment Division collaborated with the FBR to build this digital system. It handles the submission, verification, and publication of asset declarations. Furthermore, the initiative executes mandates under Section 15-A of the Civil Servants Act, 1973, and Rule 12 of the Civil Servants (Conduct) Rules, 2026.

To access the portal (doa.fbr.gov.pk), officers must provide their basic information to their respective Cadre Administrator. They need to submit their name, designation, personal email, mobile number, and CNIC. Afterward, the Cadre Administrator creates the account.

Finally, the FBR alerts the officer via email or SMS with their login credentials. If users face technical glitches, they must report them to their Cadre Administrator, who will coordinate with FBR focal persons.

Extensive Disclosure Requirements

The new digital portal demands highly detailed disclosures. Initially, officers must provide personal and service data, including their occupational group, position, date of joining, and residential addresses. Additionally, they must submit CNIC or B-Form numbers for their spouses and dependents.

The system requires civil servants to declare all sources of income for themselves and their families. Consequently, they must track specific expenditures. These mandatory fields cover utility bills, private foreign travel, children’s education, and club memberships.

Moreover, civil servants must disclose all physical and liquid assets. This covers agricultural, residential, and commercial properties. Officers must state the exact location, value, acquisition date, and ownership status. The portal also mandates the disclosure of bank accounts, mutual funds, investments, shares, prize bonds, vehicles, precious possessions, and assets held as an attorney.

Officers must report all liabilities, such as bank loans, mortgages, overdrafts, and private loans. They must specify the purpose of the debt, the amount paid during the year, and the outstanding balance. Consequently, they must explain any variation in their net worth compared to the previous year.

Most notably, the government now requires officers to list all social media accounts. They must also declare any foreign nationality or permanent residency.

Deadlines & Public Transparency

The deadline to file declarations for the 2025-26 financial year is fast approaching on October 30, 2026. However, officers can rectify errors until November 30, 2026. They simply need authorization from their Cadre Administrator to unlock the portal for edits.

Once submitted, the FBR will conduct automated, risk-based verification checks on all data. Then, the FBR will communicate the results back to the relevant Cadre Administrator.

Interestingly, the government will enforce public transparency. The FBR will publish selected non-sensitive information directly on its website. Officers can preview this public-facing data on the portal before finalizing their submissions.

The Establishment Division strictly warned officers to ensure complete accuracy. Any misstatement, hidden asset, or missed deadline will trigger severe disciplinary action. Ultimately, this modern initiative places the FBR at the center of a new, risk-based digital verification framework for federal civil servants.
