LAHORE: The All Pakistan Textile Mills Association (APTMA) has urged the Federal Board of Revenue (FBR) to review its Faceless Customs Assessment (FCA) system, citing rising clearance times, additional costs, and disruptions to textile importers in Karachi.

In a letter to FBR Chairman Rashid Mahmood Langrial, APTMA Chairman Asad Shafi said importers continue to face valuation disputes, repeated examinations, laboratory referrals, and delays despite nearly 21 months of the system’s operation.

According to figures cited by the association, average assessment time increased from 25.6 hours to 40.2 hours, while the share of consignments cleared within 48 hours fell from 84% to 70%.

APTMA said the delays have increased demurrage and detention charges, blocked working capital, and disrupted export production. The association also highlighted technical issues, outdated valuation rulings, and a shortage of specialist expertise in assessing textiles, chemicals, and machinery.

The association has urged the FBR to retain the Central Appraising Unit (CAU) in Karachi and suspend further changes to the FCA system until an independent review is completed in consultation with industry stakeholders. It also proposed faster clearance for export-oriented imports, binding assessment timelines, improved laboratory coordination, and monthly publication of performance data.

APTMA said it supports the FBR’s objective of establishing a transparent and efficient customs system and has requested a meeting with the board’s leadership to discuss practical solutions.
