The offense occurred on September, 26, 2026, at the time of filing the Goods Declaration (GD) at the Directorate of Transit Trade, 12th Floor, Custom House, Karachi.

The FIR names the Owner/Proprietor/Partner/Director of M/s. Blooming Buds Industries (Consignee/Importer) located at Plot No. B-6, Sector-B, EPZ Risalpur, Tehsil & District Nowshera, KPK; the Owner/Proprietor/Partner/Director of M/s. WE International (Customs Agent, CHAL No. KCUS-3140); and the Owner/Proprietor/Partner/Director of M/s. Pak Afghan Cargo Services (Pvt.) Ltd. (Bonded Carrier). It also includes accomplices, collaborators, abettors, financiers, and beneficiaries whose roles are to be determined and ascertained on the basis of an in-depth investigation.

According to the FIR, the consignment was declared under GD No. KAPS-TP-53641, dated 26.09.2026, and Container No. OOCU5740037. The declared description was Artificial Flower Material (10,300 kg), Press Machine Parts (16,000 kg), and LED Light (200 kg), with classifications of 6709.9000, 8462.9000, and 9405.4200, respectively. The total declared gross weight was 28,500 kg.

However, the ascertained description following examination revealed a stark discrepancy.

Authorities found Artificial Flower Material with a net weight of 6,770 kg, Press Machine Parts were not found at all, and MCPCB DOBE LED Module Lights with a net weight of 500 kg.

Instead of the declared press machine parts, the container was stuffed with undeclared items of substantial value. These included Single Point Load Cells (Capacity: 200-500 kg) totaling 8,040 pieces weighing 1,608 kg; Single Point Load Cells (Capacity: 400-700 kg) totaling 8,040 pieces weighing 2,010 kg; Single Point Load Cells (Capacity: 800-5000 kg) totaling 1,000 pieces weighing 1,100 kg; Single Point Load Cells (Capacity: 2000 kg, Model: 26010301) totaling 4,704 pieces weighing 4,529 kg; and Compression Load Cell/Shear Beam Load Cell (Capacity: 30 Ton, Model: HM9B-C3-30T-16B-2, Brand: Zemic) totaling 230 pieces. The total weight of the undeclared items was approximately 7,600 kg.

The total declared value of the goods was Rs 28,720,000, with duties and taxes of Rs 7,168,820. The ascertained value of the goods was Rs 252,246,498, with duties and taxes of PKR 68,804,474. This created a difference in value of Rs 223,526,498 and a difference in duties and taxes of PKR 61,635,654. The total evasion of duty and taxes was calculated at PKR 164,758,243, and the case involves duty and taxes of over Rs2.0 billion, according to sources.

The FIR states that the accused misdeclared the description, classification, and quantity of goods and attempted to clear the consignment by evading a huge amount of duty and taxes. The offense was committed under Section 32(5), 16, 32, 32A, 79(1), 121, 178, 192, and 209 of the Customs Act, 1969, read with Section 33 of the Sales Tax Act, 1990, further read with Section 3 of the Import & Export (Control) Act, 1950, further read with Rule 101, 102, 335, 340 & 489 of Customs Rules, 2001, punishable under Clauses 1, 9, 14, 14(A), 44, 63 and 89 of Sections 156(1) ibid.

The FIR notes that credible information was received that certain unscrupulous importers/consignees were attempting to clear consignments by mis-declaring the same as Artificial Flower Materials to evade customs duty and other taxes, fetching higher amounts of customs duty and other taxes by employing all means including misdeclaration of description, classification, quantity and value, and removal of the same through TP-GD/En-route pilferage, wherever succeeded.

The Directorate kept a vigilant eye on such consignments. Sources said that three consignments had been cleared from SAPT through the green channel without examination. GD No. KAPE-TP-41410 with Container No. FSCU-8908138 was cleared from Appraisement East through the green channel.

The FIR details that an examination of Container No. OOCU5740037 was conducted on 26.09.2026 through M/s. WE International, Customs Agent CHAL No. KCUS-3140. The goods declarations were under process, and the Joint Physical Examination was conducted by the team of officials of the Directorate of Transit Trade, SAPT, Karachi, and the Collectorate of Customs Appraisement.

Sources indicated that the Directorate General of Transit Trade, Irfan Javed, is continuously performing superclass performance and expedited efforts against organized crime. The team comprises Director Transit Trade Rashid Munir, Additional Director Ghulam Haider Mahesar, Principal Appraiser Amjad Iqbal, and Appraising Officer Ashfaq Baig, who is the Investigating Officer of the case. DG Irfan Javed has advised the team to arrest the accused as early as possible.

Meanwhile, a bonded carrier has secured bail from the Customs Court. Various bonded carriers said that the user can select any bonded carrier or tracker company from the system, and it was unjust to nominate bonded carriers in the FIR. They argued that if bonded carriers are booked in FIRs, the tracker company should also be nominated.

The investigation is ongoing. Another container of the said company, Container No. OOCU 7906908, is currently being examined, and a third container will also be examined soon.
