According to the procurement notice, interested firms registered on the Electronic Pakistan Acquisition and Disposal System (EPADS) v2.0 can submit separate technical and financial proposals for one or more of the six designated lots.

However, no firm or joint venture will be awarded more than two lots. Firms selected for multiple assignments must provide separate key personnel and sufficient field resources.

FBR audit tender: Selection criteria

The selection process will follow Least Cost Based Selection (LCBS) under the Single Stage-Two Envelope procedure.

Firms must fulfil all mandatory eligibility requirements, secure at least 70 marks out of 100 in technical evaluation and obtain a minimum of 50 per cent in each of the seven technical categories.

The lowest evaluated financial proposal among technically qualified firms will be ranked first for each lot, subject to the multiple-lot allocation procedure. Quality and cost will not be combined through a weighted scoring system.

The procurement will follow the Public Procurement Regulatory Authority Ordinance 2002, Public Procurement Rules 2026 and applicable consultancy services regulations.

Submission deadline and bid security

Complete proposals must be submitted electronically through EPADS v2.0 by November 16, 2026, at 11:00am Pakistan Standard Time.

Technical proposals will be opened electronically at 11:30am on the same day, while financial proposals will remain sealed until the notified opening stage. Manual submissions will not be accepted.Track Investments

Applicants must also submit an original bid security of Rs500,000 for each lot separately by the deadline to Room 506, Fifth Floor, FBR House, Constitution Avenue, G-5, Islamabad.

A pre-proposal meeting is scheduled for November 3, 2026, at 11:00am at FBR House, Islamabad, with virtual participation also available.
