KARACHI: FBR issued directives for submission of Exemption Certificates through IRIS system to Karachi Tax Bar Association. KTBA rejected the directives by sending a letter to FBR telling that these directives have no legal sanction or support as neither Income Tax Ordinance 2001 nor Income Tax Rules 2002 laid down such rules.

KTBA said that this new rule is introduced by FBR without any consultation with stakeholders neither any instruction guide was published for the purpose before starting the procedure which resulted in disappointment among the taxpayers.

KTBA also cited that online applications had not reached to the commissioners, despite the lapse of three-day period and added that requirement of putting HS Code made the process further complicated. Keeping the problems in view, the KTBA has requested the board to defer the directives of submitting applications for EC through IRIS till March 31, 2015 and in the meantime, PRAL should be instructed to take stakeholders on board to make hassle free procedure.
