Principal Appraisers, Appraisers testing WeBOC module at PCA

KARACHI: The WeBOC module to streamline the processes and procedures on the real time online WeBOC automated system of Pakistan Customs is under testing presently, sources within the Directorate General of Post Clearance Audit (PCA) informed Customs Today.

The Directorate has provided Audit Observations to its officers, including Principal Appraisers and Appraisers, to feed the information to test the module and give feedback and input to resolve issues if any.

A number of minor issues have already been resolved and by the time the testing concludes, the remaining issues would also be resolved, the sources added.

The induction of the module on the Customs clearance system WeBOC would help improve efficiency particularly with regard to the thorough re-examination of the data which lacks authenticity and reliability due to verification of the Goods Declaration (GDs) manually.

As the name suggests, the Post Clearance Audit process starts with the verification of the DGs for any contraventions overlooked at the time of release of consignments to identify any revenue which was due but was not collected at the time of release.

Once a contravention is detected the Directorate General PCA approaches the party to explain its position. A copy of the letter is also sent to the Director General. If the party succeeds to convince the PCA the case is closed, otherwise the case is sent to the Adjudication Collectorate to pursue the matter starting with the issuance of a show-cause notice to the party. PCA continues representing the case at all judicial forum; internal as in the case of adjudication and Collectorate Appeals and external as in the case of Customs Appellate Tribunal, Sindh High Court and Supreme Court.
