Appraisement South chief collector orders monitoring of GDs referred for examination

KARACHI: With the aim to avoid delay in clearance process, the Chief Collector of Appraisement South has ordered monitoring of goods declarations referred for examination and laboratory test.

The chief collector also issued instructions regarding work distribution of assessment and examination staff.

For effective monitoring and performance review regarding the work of AOs/PAs/ACs/DCs, the following procedure for the monitoring of assessment groups and examination function has been laid down:

  1. Assistant Collector/Deputy Collector will monitor the working of Assessment Officers and Principal Appraisers and maintain daily log of number of GDs processed, in the manner: name of officer; GDs received for assessment; GDs completed same day; GDs referred for examination; GDs referred to call documents; GDs referred for lab test; GDs referred for contravention; and justification notes.
  2. The AC/DC (Assessment/Examination) shall record a proper justification/reason for referring the GD for lab test, examination for calling documents etc.
  3. iii. The monitoring officers will record their comments in the justification column, noting the propriety of assessment made in terms of value, classification, FTA exemption, lab test etc., pointing out deviant behavior which is a cause of unnecessary delays by referring to examination/call documents.
  4. Examination AC/DCs will follow the same procedure and put up report in format: name of officer; number of containers grounded; number of containers examined/completed the same day; referred for lab test; assessment alert generated; and justification notes.
  5. A weekly report will be put up to the concerned additional collector commenting on the outcome of monitoring activity and referral of examination, lab tests etc. However, additional collector can call reports anytime to check whether or not such reports are prepared every day.
  6. Additional collector will examine the monitoring reports and put up their observations to the collector on a regular basis.
