FBR directs Customs, IR to fill in new proforma to put tax evaders’ names on ECL

KARACHI: The Federal Board of Revenue (FBR) has instructed the Pakistan Customs and Inland Revenue (IR) to fill the new proforma which issued to them for inclusion of the names of tax evaders amd smugglers into the Exit Control List (ECL), Customs Today has learnt.

Sources told Customs Today that Ministry of Interior had recently issued a new proforma to the FBR and other government functionaries, asking them to fill in the new proforma so that the names of tax evaders, smugglers and those bringing financial losses to the national kitty be put on the ECL.

After the customs or IR fills in the new proforma, the same would be presented before the review committee that would thoroughly investigate the particulars of the name that is to be put on ECL, sources added.

New proforma would require authorities to fill in form that include name of the persons, fathers name, CNIC, Passport, visibly identity mark if any, residential/postal address, other contact details, photographs (original).

Moreover, the proforma also included list of offences/charges, date of initiation of investigation, is the person recommended for placement on ECL has been nominated in the FIR, list of charges, if charge sheet has been issued, any notice issued to the party/person, grounds on which the placement of the person is needed, with evidential proofs.

Furthermore, the proforma clearly states: “The grounds for placement shall be Espionage, subversion, acts of terrorism, conspiracy against state, any act prejudicial to the integrity, security or defence of Pakistan, drug trafficking/human trafficking/money laundering, persons belonging to prescribed organisations, deserters from a defence or security force or strategic organisation.

Corruption and misuse of authority causing loss to public exchequer or property (minimum Rs 50 million), economic crimes involving public funds and institutional frauds, tax/loan default or other state liability of more than Rs 50 million or fraud in a public certificate entity (office holder as Director) subject to Rs 100 million or more subject to satisfaction by a Committee constituted for the purpose”.
