Importers told to obtain EIF from banks before filing goods declaration

LAHORE: Office of the Chief Collector of Customs Central Region has told all the importers, customs agents and other stakeholders to obtain the Electronic ‘I’ Form (EIF) from their banks before the filing of goods declaration (GD) with the Customs Department.

It was informed that the request will be submitted electronically by the importers and the bank will approve or reject the Form electronically in WeBOC.  The importers were told that after the implementation of EIF module all the importers will be required to associate their GDs with relevant EIF issued by the bank.

The importers and all the stakeholders were informed that for the consignment involving no foreign exchange the importer shall file request to bank for EIF having nil value which may include goods temporarily imported into Pakistan with a view to subsequent exception and imports under project loan and credit or under special approval from State Bank of Pakistan. The bank will approve such EIF and the importers will attach the approved EIF with respective goods declaration and the WeBOC will display all nil value EIF to SBP in a separate folder.

Similarly the importers and stakeholders were informed that a customs officer of additional collector level will be able to waive off the I Form requirements in respect of specific goods declaration to cater for any untoward/ unforeseen situation.

The importers were however, told that payments against such consignment shall be made upon filing of EIF and subsequent issuance of Bank Debits Advice (BDA) in WeBOC system.

It was further said that the importers clearing their GDs through one customs must also obtain a user ID in WeBOC for EIF attachment.
