Customs Valuation issues values of machinery, PCs, laptops, electronic motors

KARACHI: Directorate General of Customs Valuation has issued valuation rulings for various items, including old and used machinery, new textile machinery parts, used personal computers, laptops and parts as well as new electric motors.

According to the details, the directorate has conducted study of clearance data of imports pertaining to the central region and observed variations in the assessable values of certain items being frequently cleared by the field formations. The directorate is of the view that the following items may be addressed in the valuation rulings to provide level playing field for all the stakeholders.

For the old & used machinery items other than covered in valuation ruling 57 1/2013, i.e. Air compressor, welding, apparatus, motor pump, vacuum pump, submersible pump, industrial chiller, industrial lathe machine, milling/cutting machine, cutting saw machine mixing machine, electric hoist, chain hoist, molding machine, grinding machine etc. needs to be included in valuation rulings.

As per new textile machinery parts there is abnormal variation in assessable values of the textile parts items like pickers. shuttles, grippers, wire heads, sinkers, needles, profile dents, etc. in the clearance data of central region. It is proposed that valuation ruling in this area pertaining to PCT heading 8448.0000 may be considered for valuation ruling.

For the used Personal Computers, Laptops & parts thereof, the Valuation Ruling dated 20.2.2012 has become obsolete, as the same does not cover most of the traded items having modern specifications.

The computer technology has drastically been modernized viz-a-viz specification and model. Therefore, the Valuation Ruling may be revised, as the same does not cover frequently traded items.

On the other hand new electric motors clearance data reveals variation in assessable values of electric motors, therefore requires to be addressed through issuance of valuation ruling, the directorate added.
