According to sources, on the recommendation of the IMF, the second phase will make it mandatory for officers appointed under the Special Pay Scale (SPPS) to declare their assets as well.

Sources added that directors, legal advisors, project directors, and special experts working under the SPPS in federal and provincial departments will now be required to disclose their properties, bank accounts, vehicles, and other financial details, just like regular government officers.

According to government circles, the purpose of this decision is to bring transparency to the system and clearly outline the financial status of merit-based employees. A formal mechanism is being developed to collect and securely maintain all such records.

Departments will be instructed to ensure proper monitoring and implementation of the asset declaration process, while a clear procedure for action against non-compliant officers is also being finalized.
