CDA illegally allots 3,900 plots worth Rs20b, suffers Rs2.5b loss, PAC unearths

ISLAMABAD – In defiance of the rules and criteria, the Capital Development Authority (CDA) has allotted 3,900 plots worth Rs 20 billion to its blue-eyed persons in different sectors of the federal capital and suffered Rs2.5 billion loss, disclosed the Auditor General of Pakistan during a meeting of the Public Accounts Committee here.

Headed by Opposition Leader in the National Assembly Syed Khurshid Shah, the PAC reviewed the audit objections of 2011, 2012 and 2013 and took the notice of irregularities in CDA. The AGP informed the committee that CDA had allotted 3,187 plots in sector G-10, G-11, I-10 and I-11, however 800 plots allotted among the favourite persons.

The committee was told by the audit officials that CDA sold six plots in prime locations of Islamabad’s business hub, known as Blue Area without auction and sold nine other plots without following the rules of CDA and suffered Rs2.5 billion loss in these two deals. They further informed the committee that CDA suffered Rs 5 million loss in 2011 due to allotted Monument parking contract without issuing tender in this regard. In addition, five-star and local hotels were occupying thousands of square feet illegally and CDA has suffered a loss of more than Rs 6 billion for not making recoveries from different hotels, it was told.
