Chairman Justice Javed Iqbal reviews performance of NAB Rawalpindi

ISLAMABAD: Justice Javed Iqbal, Chairman National Accountability Bureau (NAB) chaired a meeting. The meeting reviewed the performance of NAB-Rawalpindi especially convictions made under Section 10 of National Accountability Ordinance (NAO)-1999 and under Section 25 (b) of NAO-1999 during the year 2018 to 2020 at NAB Headquarter.

Hussain Asghar, Deputy Chairman NAB, Zahir Shah, DG Operations NAB, Irfan Naeem Mangi, DG NAB-Rawalpindi and other senior officers of NAB were present at the meeting.

During the meeting Irfan Naeem Mangi, DG NAB Rawalpindi informed that NAB Rawalpindi under the dynamic leadership of Justice Javed Iqbal Chairman NAB, 13 persons were convicted in 2020 by respected Accountability Courts under section 10 of NAO-1999. The details of the 14 convicted persons under section 10 of NAO-1999 are as under:

1. State Vs Matti ur Rehman, accused Matti ur Rehman was convicted by the Accountability Court on 27.07.2020 with a fine of Rs. 711.52 million.
2. State Vs Muhammad Nouman Qureshi and other, accused M. Nouman Qureshi was convicted by the Accountability Court on 09.10.2020 with a fine of Rs. 300 million.
3. State Vs Muhammad Khalid Warsi, accused Muhammad Khalid Warsi was convicted by the Accountability Court on 13.02.2020 with a fine of Rs. 300 million.
4. State Vs Muhammad Khalid Warsi, accused Peer Afzal was convicted by the Accountability Court on 13.02.2020 with a fine of Rs. 300 million.
5. State Vs Muhammad Khalid Warsi, accused Shabbir Hussain was convicted by the Accountability Court on 13.02.2020 with a fine of Rs. 300 million.
6. State Vs Muhammad Khalid Warsi, accused Muhammad Naeem was convicted by the Accountability Court on 13.02.2020 with a fine of Rs. 300 million.
7. State Vs Masood Shaid and others, accused Nadeem Ayub was convicted by the Accountability Court on 28.01.2020 with a fine of Rs. 59.29 million.
8. State Vs Masood Shaid and others, accused Riaz Pervaiz was convicted by the Accountability Court on 28.01.2020 with a fine of Rs. 59.29 million.
9. State Vs Masood Shaid and others, accused Dawood Khalid was convicted by the Accountability Court on 28.01.2020 with a fine of Rs. 59.29 million.
10. State Vs Mian Khurram Rasool and others, accused Mian Khurram Rasool was convicted by the Accountability Court on 27.01.2020, with a fine of Rs. 150 million.
11. State Vs Ch Muhammad Riaz, accused Ch Muhammad Riaz was convicted by the Accountability Court on 30.09.2020 with a fine of Rs. 50 million.
12. State Vs Irfan ullah Khan and others, accused Irfan ullah Khan was convicted by the Accountability Court on 09.06.2020 with a fine of Rs. 30 million.
13. State Vs Muhammad Nouman Qureshi and other, accused M. Adil Butt was convicted by the Accountability Court on 09.10.2020 with a fine of Rs. 1 million.

DG NAB Rawalpindi also informed that due to the efforts of NAB Rawalpindi under the dynamic leadership of Honorable Mr. Justice Javed Iqbal, Chairman NAB, 09 persons were convicted by respected Accountability Courts in 2019 under section 10 of NAO-1999. The details of the 09 convicted persons under section 10 of NAO-1999 are as under:

1. State Vs Ghulam Rasool Ayubi and others, accused Ghulam Rasool Ayubi was convicted by the Accountability Court on 22.01.2019 with a fine of Rs. 3700 million
2. State Vs Mian Khurram Rasool and others, accused Mian Khurram Rasool was convicted by the Accountability Court on 29.10.2019 with a fine of Rs. 85 million
3. State Vs Najam Ud Din, accused Najam ud Din was convicted by the Accountability Court on 20.12.2019 with a fine of Rs. 33.92 million.
4. State Vs Najam Ud Din, accused Ghulam Rasool Ayubi was convicted by the Accountability Court on 20.12.2019 with a fine of Rs. 33.90 million.
5. State Vs Tariq Mahmood and others, accused M. Tariq Mahmood was convicted by the Accountability Court on 18.06.2019 with a fine of Rs. 20 million.
6. State Vs Ali Abbas Nasir and others, accused Ali Abbas Nasir was convicted by the Accountability Court on 08.05.2019.
7. State Vs Mufti Ata ur Rehman, accused Mufti Ata ur Rehman was convicted by the Accountability Court on 07.05.2019 with a fine of Rs. 23 million.
8. State Vs Ghulam Rasool Ayubi and others, accused Hussain Ahmed was convicted by the Accountability Court on 22.01.2019 with a fine of Rs. 0.84 million.
9. State Vs Ghulam Rasool Ayubi and others, accused M. Khalid was convicted by the Accountability Court on 22.01.2019 with a fine of Rs. 0.36 million.

Similarly, in the year 2018, due to the efforts of NAB Rawalpindi under the dynamic leadership of Honorable Mr. Justice Javed Iqbal, Chairman NAB, 21 persons were convicted by respected Accountability Courts under section 10 of NAO-1999. The details of the 21 convicted persons in 2018 under section 10 of NAO-1999 are as under:

1. The State Vs Mian M. Nawaz Sharif and 4 others, accused Mian Muhammad Nawaz Sharif was convicted by the Accountability Court on 06.07.2018 with a fine of Rs. 1752 million.
2. State Vs Mufti Muhammad Ehsan ul Haq and others, accused Mufti M. Ehsan ul Haq was convicted by the Accountability Court on 26.09.2018 with a fine of Rs. 9,000 million.
3. The State Vs Mian M. Nawaz Sharif and 4 others, accused Maryam Nawaz was convicted by the Accountability Court on 06.07.2018 with a fine of Rs. 438 million.
4. The State Vs Mian M. Nawaz Sharif and 4 others, accused Capt (R) M. Safdar was convicted by the Accountability Court on 06.07.2018.
5. State Vs Mian M. Nawaz Sharif and 2 others (Al-Azizia Co. Ltd & Hill Metals, Jeddah), accused Mian Muhammad Nawaz Sharif was convicted by the Accountability Court on 24.12.2018 with a fine of Rs. 5500 million.
6. State Vs Muhammad Ali Yougvi, Ex-Secretary, accused Muhammad Ali Yougvi was convicted by the Accountability Court on 31.12.2018 with a fine of Rs. 3.2 million.
7. State Vs Muhammad Ali Yougvi, Ex-Secretary, accused Gujar was convicted by the Accountability Court on 31.12.2018 with a fine of Rs. 1 million.
8. State Vs Muhammad Fayyaz, accused Muhammad Fayyaz was convicted by the Accountability Court on 17.12.2018 with a fine of Rs. 15.697 million.
9. State Vs Mian Khurram Rasool, accused Mian Khurram Rasool was convicted by the Accountability Court on 27.11.2018 with a fine of Rs. 50 million.
10. State Vs Mufti Muhammad Ehsan ul Haq and others, accused Mufti Ibrar ul Haq was convicted by the Accountability Court on 26.09.2018 with a fine of Rs. 30 million.
11. State Vs Mufti Muhammad Ehsan ul Haq and others, accused M. Osama Abbasi was convicted by the Accountability Court on 26.09.2018 with a fine of Rs. 140.02 million.
12. State Vs Mufti Muhammad Ehsan ul Haq and others, accused Umair Ahmed was convicted by the Accountability Court on 26.09.2018 with a fine of Rs. 130.16 million.
13. State Vs Mufti Muhammad Ehsan ul Haq and others, accused Hafiz M. Nawaz was convicted by the Accountability Court on 26.09.2018 with a fine of Rs. 133.42 million.
14. State Vs Mufti Muhammad Ehsan ul Haq and others, accused Abdu Malik was convicted by the Accountability Court on 26.09.2018 with a fine of Rs. 90 million.
15. State Vs Mufti Muhammad Ehsan ul Haq and others, accused Saif ullah was convicted by the Accountability Court on 26.09.2018 with a fine of Rs. 7.75 million.
16. State Vs Mufti Muhammad Ehsan ul Haq and others, accused M. Osama Qureshi was convicted by the Accountability Court on 26.09.2018 with a fine of Rs. 2.37 million.
17. State Vs Muhammad Riaz, accused Muhammad Riaz was convicted by the Accountability Court on 06.08.2018 with a fine of Rs. 2.5 million.
18. State Vs Muhammad Bilal and others, accused Hafiz Raja Asif was convicted by the Accountability Court on 30.07.2018 with a fine of Rs. 35 million.
19. State Vs Rashid Minhas and others, accused Rashid Minhas was convicted by the Accountability Court on 13.07.2018 with a fine of Rs. 140 million.
20. State Vs Rashid Minhas and others, accused Abdul Rehman was convicted by the Accountability Court on 13.07.2018.
21. State Vs Muhammad Ramzan (Taj Din) and others, accused Taj Din was convicted by the Accountability Court on 16.05.2018 with a fine of Rs. 01 million.

Moreover, during the meeting Irfan Naeem Mangi, DG NAB Rawalpindi informed the meeting that during the year 2020, due to the efforts of NAB-Rawalpindi the dynamic leadership of Honorable Mr. Justice Javed Iqbal 19 persons were convicted by different Accountability Courts under section 25(b) of NAO-1999. The details of the 19 convicted persons under section 25(b) of NAO-1999 are as under:

1. State Vs Saleem Ullah(GB) & Others, accused Prince Saleem was convicted by the Accountability Court on 09.12.2020, an amount of Rs. 51 million was recovered from the accused under section 25(B) of NAO-1999.
2. Investigation regarding Purchase of Plot No. 216, accused Shafqat Mumtaz was convicted by the Accountability Court on 2.12.2020, an amount of Rs. 10.08 million was recovered from the accused under section 25(B) of NAO-1999.
3. State Vs Bilal Sheik, Shahzab Mahmood was convicted by the Accountability Court on 20.10.2020, an amount of Rs. 49 million was recovered from the accused under section 25(B) of NAO-1999.
4. State Vs Bilal Sheik, accused Zulfiqar Ali was convicted by the Accountability Court on 20.10.2020, an amount of Rs. 0.5 million was recovered from the accused under section 25(B) of NAO-1999.
5. State Vs Bilal Sheik, accused Arshad Iqbal was convicted by the Accountability Court on 20.10.2020, an amount of Rs. 0.5 million was recovered from the accused under section 25(B) of NAO-1999.
6. State Vs Shahzaib Mehmood investigation titled Park View stock and Capital, accused Shahzaib Mehmood was convicted by the Accountability Court on 15.10.2020, an amount of Rs 49 million was recovered from the accused under section 25(B) of NAO-1999.
7. Investigation regarding Park View Stock, accused Zulfiqar Ali was convicted by the Accountability Court on 15.10.2020, an amount of Rs. 1 million was recovered from the accused under section 25(B) of NAO-1999.
8. Investigation Roshan Sindh, accused Ayaz Ahmed Siddiqui was convicted by the Accountability Court on 09.10.2020, an amount of Rs. 6.60 million was recovered from the accused under section 25(B) of NAO-1999.
9. Investigation regarding Transaction made from the account of M/s Bahria Town and Joint Accounts of Zain & Mushtaq into fake Accounts, accused Zain Malik was convicted by the Accountability Court on 24.08.2020, an amount of Rs 4955.95 million was recovered from the accused under section 25(B) of NAO-1999.
10. Investigation regarding taking Rs. 1.22 billion kickback in JV Opal-225 by Zardari group, accused Zain Malik was convicted by the Accountability Court on 24.08.2020, an amount of Rs 170 million was recovered from the accused under section 25(B) of NAO-1999.
11. Investigation regarding taking Rs. 8.3 billion from Bahria Town through Joint account of APS Mushtaq Ahmed and Zain Malik into fake accounts, accused Zain Malik was convicted by the Accountability Court on 24.08.2020, an amount of Rs. 31.79 million was recovered from the accused under section 25(B) of NAO-1999.

12. State Vs Khawaja Abdul Ghani Majeed etc ((FBA) Pink Residency case), accused Zain Malik was convicted by the Accountability Court on 11.08.2020, an amount of Rs. 1563.01 million was recovered from the accused under section 25(B) of NAO-1999.
13. State Vs Manzoor Qadir kaka (FBA) (SBCA cases)  Nehare Khayam, accused Zain Malik was convicted by the Accountability Court on 11.08.2020, an amount of Rs. 200 million was recovered from the accused under section 25(B) of NAO-1999.
14. State Vs Hussain Lawai etc (FBA). Accused Zain Malik was convicted by the Accountability Court on 11.08.2020, an amount of Rs. 2129.79 million was recovered from the accused under section 25(B) of NAO-1999.
15. State Vs (Lucki Ali) Mng of National House Build. Accused Mian Waseem alias Luki ali was convicted by the Accountability Court on 19.06.2020, an amount of Rs. 1950 million was recovered from the accused under section 25(B) of NAO-1999.
16. State Vs Nihal Khan etc. accused Shamshad Ali Baladi was convicted by the Accountability Court on 16.06.2020, an amount of Rs. 14.367 million was recovered from the accused under section 25(B) of NAO-1999.
17. State Vs Malik Ghulam Mehmood and others (Management of M/s Aim Pak Builders & Developers (Pvt) ltd and others regarding Housing Project Safari Enclave-1, Rawalpindi). Accused Muhammad Ilyas was convicted by the Accountability Court on 29.04.2020. An amount of Rs. 88.59 million was recovered from the accused under section 25(B) of NAO-1999.
18. State Vs Haroon Rashid & others (management of NTS). Accused Tahir Maqbool Khawkwani was convicted by the Accountability Court on 11.03.2020. An amount of Rs. 58.9 million was recovered from the accused under section 25(B) of NAO-1999.
19. State Vs Haroon Rashid & others (management of NTS). Accused Tahir Aslam was convicted by the Accountability Court on 20.01.2020. An amount of Rs. 1 million was recovered from the accused under section 25(B) of NAO-1999.

During the meeting DG NAB-Rawalpindi informed that during the year 2019, due to the efforts of NAB-Rawalpindi 25 persons were convicted by different Accountability Courts under section 25(b) of NAO-1999. The details of the 25 convicted persons under section 25(b) of NAO-1999 are as under:

1. Investigation Roshan Sindh, accused Muhammad Jaffar was convicted by the Accountability Court on 16.12.2019, an amount of Rs. 109.06 million was recovered from the accused under section 25(B) of NAO-1999.
2. Investigation Roshan Sindh, accused Abdul Rasheed Channa was convicted by the Accountability Court on 16.12.2019, an amount of Rs. 5.3 million was recovered from the accused under section 25(B) of NAO-1999.
3. Investigation Roshan Sindh, accused Uzair Tahseen was convicted by the Accountability Court on 16.12.2019, an amount of Rs. 109.06 million was recovered from the accused under section 25(B) of NAO-1999.
4. Investigation Roshan Sindh, accused Aslam Pervaiz Memon was convicted by the Accountability Court on 02.12.2019, an amount of Rs. 2.5 million was recovered from the accused under section 25(B) of NAO-1999.
5. Investigation Roshan Sindh, accused Baldev was convicted by the Accountability Court on 02.12.2019, an amount of Rs. 0.6 million was recovered from the accused under section 25(B) of NAO-1999.
6. Investigation Roshan Sindh, accused Nadeem Younis was convicted by the Accountability Court on 19.11.2019, an amount of Rs. 64.250 million was recovered from the accused under section 25(B) of NAO-1999.
7. Investigation Roshan Sindh, accused Abdul Sattar Qureshi was convicted by the Accountability Court on 19.11.2019, an amount of Rs. 8 million was recovered from the accused under section 25(B) of NAO-1999.
8. Investigation against Pak Steel Mill Land, accused Muhammad Shahid was convicted by the Accountability Court on 09.10.2019, an amount of Rs. 497.31 million was recovered from the accused under section 25(B) of NAO-1999.
9. Investigation against Pak Steel Mill Land, accused Abdul Ghani was convicted by the Accountability Court on 09.10.2019, an amount of Rs. 2090.88 million was recovered from the accused under section 25(B) of NAO-1999.
10. Investigation against Pak Steel Mill Land, accused Tariq Baig was convicted by the Accountability Court on 09.10.2019, an amount of Rs. 491.50 million was recovered from the accused under section 25(B) of NAO-1999.
11. Investigation against Pak Steel Mill Land, accused Muhammad Iqbal was convicted by the Accountability Court on 09.10.2019, an amount of Rs. 476.619 million was recovered from the accused under section 25(B) of NAO-1999.
12. Investigation against Pak Steel Mill Land, accused Muhammad Touseef was convicted by the Accountability Court on 09.10.2019, an amount of Rs. 2090.88 million was recovered from the accused under section 25(B) of NAO-1999.
13. Investigation against Pak Steel Mill Land, accused Aamir was convicted by the Accountability Court on 09.10.2019, an amount of Rs. 2230.272 million was recovered from the accused under section 25(B) of NAO-1999.
14. Investigation against Pak Steel Mill Land, accused Siraj Shahid was convicted by the Accountability Court on 09.10.2019, an amount of Rs. 2787.84 million was recovered from the accused under section 25(B) of NAO-1999.
15. State Vs M/s KARKEY and others, accused Muhammad Anwar Brohi was convicted by the Accountability Court on 27.09.2019, an amount of Rs. 8.555 million was recovered from the accused under section 25(B) of NAO-1999.
16. State Vs Ismail Zafar (GB) and others, accused Miskeen Fiqeer was convicted by the Accountability Court on 09.08.2019, an amount of Rs. 10.062 million was recovered from the accused under section 25(B) of NAO-1999.
17. State Vs Ejaz Ahmed Khan (SID) (FBA), accused Harish was convicted by the Accountability Court on 02.08.2019, an amount of Rs. 20.352 million was recovered from the accused under section 25(B) of NAO-1999.
18. State Vs Syed Asif Mahmood and Syed Arif Ali, accused Syed Asif Mahmood was convicted by the Accountability Court on 30.07.2019, an amount of Rs. 1067.04 million was recovered from the accused under section 25(B) of NAO. .
19. State Vs Syed Asif Mahmood and Syed Arif Ali, accused Syed Arif Ali was convicted by the Accountability Court on 30.07.2019, an amount of Rs. 1067.04 million was recovered from the accused under section 25(B) of NAO-1999.
20. Investigation against Ministry of National Health Services, accused Dr. Syed Sqalain Ahmed Gillani was convicted by the Accountability Court on 25.02.2019, an amount of Rs. 18.94 million was recovered from the accused under section 25(B) of NAO-1999.
21. State Vs Muhammad Esa (GB) and others, accused Hadayat Ali Khan was convicted by the Accountability Court on 15.02.2019, an amount of Rs. 2.75 million was recovered from the accused under section 25(B) of NAO-1999.
22. State Vs Muhammad Esa (GB) and others, accused Hakeem Khan was convicted by the Accountability Court on 15.02.2019, an amount of Rs. 0.805 million was recovered from the accused under section 25(B) of NAO-1999.
23. State Vs Muhammad Esa (GB) and others, accused Irshad Hussain was convicted by the Accountability Court on 15.02.2019, an amount of Rs. 1 million was recovered from the accused under section 25(B) of NAO-1999.
24. State Vs Muhammad Esa (GB) and others, accused Anwar Hussain was convicted by the Accountability Court on 15.02.2019, an amount of Rs. 0.35 million was recovered from the accused under section 25(B) of NAO-1999.
25. State Vs Zahid Shafique and others, accused Zahid Shafique was convicted by the Accountability Court on 15.01.2019, an amount of Rs. 18.9 million was recovered from the accused under section 25(B) of NAO-1999.

DG NAB-Rawalpindi also informed the meeting that during the year 2018, due to the efforts of NAB-Rawalpindi 08 persons were convicted by different Accountability Courts under section 25(B) of NAO-1999. The details of the 08 convicted persons under section 25 (b) of NAO-1999 are as under:

1. State Vs Malik Tariq Raheem, accused Malik Tariq Raheem was convicted by the Accountability Court on 31.07.2018, an amount of Rs. 71.4 million was recovered from the accused under section 25(B) of NAO-1999.
2. Shakeel Ahmed Khan, accused Syed Shujat Hussain Shah was convicted by the Accountability Court on 30.07.2018; an amount of Rs. 0.2363 million was recovered from the accused under section 25(B) of NAO-1999.
3. Muhammad Riaz Khan, accused Muhammad Uzair Shah was convicted by the Accountability Court on 28.06.2018; an amount of Rs 11.365 million was recovered from the accused under section 25(B) of NAO-1999.
4. State Vs C.M Anwar etc, accused Muzafar Nishat was convicted by the Accountability Court on 06.09.2018; an amount of Rs. 7.250 million was recovered from the accused under section 25(B) of NAO-1999.
5. State Vs C.M Anwar etc, accused Muzafar Nishat was convicted by the Accountability Court on 06.09.2018; an amount of Rs. 0.893 million was recovered from the accused under section 25(B) of NAO-1999.
6. State Vs Saleem Ullah & others, accused Abdul Wakeel was convicted by the Accountability Court on 15.02.2018; an amount of Rs. 3.57 million was recovered from the accused under section 25(B) of NAO-1999.
7. State Vs Sheikh Muhammad Raheel, accused Sheikh Muhammad Raheel was convicted by the Accountability Court on 06.06.2018; an amount of Rs. 74.73 million was recovered from the accused under section 25(B) of NAO-1999.
