Chief Collector Jameel Nasir notifies two shifts of FCA officers to streamline operations

KARACHI: Chief Collector Appraisement South, Jameel Nasir notified two shifts for Appraising Officers (AOs) at the Faceless Customs Assessment (FCA)to streamline operations.

According to the new schedule, 42 officers will work from 9:00 AM to 5:00 PM, while 36 officers will take the 1:00 PM to 9:00 PM shift. An official praised the decision, stating it would significantly improve the efficiency of the FCA.

However, Principal Appraisers continue to work 12-hour shifts, with no similar order issued for them yet.

Sources revealed that clearing agents and importers are filing Goods Declarations (GDs) with attached evidence, including 90-day import data. This evidence helps officers identify and process the GDs accordingly. Despite the faceless assessment, officers maintain contact with clearing agents and importers after their shifts to ensure business continuity.

It has been proposed that random audits of assessments conducted under senior officers’ pressure should be implemented. Post-release verification could uncover various issues.
