Collector Appraisement West reviews performance of KICT, BOML, AICT

KARACHI: Model Customs Collectorate Appraisement-West Collector has started departmental meetings to review the performance of the Karachi International Container Terminal (KICT), BOML, AICT, Auction Licensing, and Laboratory sections of Pakistan Customs.

The collector customs has convened meetings with additional collectors, and deputy/ assistant collectors, section heads of respective groups to review their performance. The meetings that started from Wednesday are likely to continue till Saturday.

Sources told Customs Today that the collector would chair the meetings of the customs officers of Group-II, Group VI/BG Cell, Group VII, AIB and RnD on March 16, whereas the meetings of Group I, IV, VIII FTA/BONDS will be held on March 17. The meetings with Group V, III Internal Audit and External Audit, Import Section would held on March 18.

Source said that the collector had issues guidelines to all the relevant customs officers for preparing their reports. They said that the meetings would focus import and revenue patterns of each group based on the points mentioned below.

The customs officers are required to draw a comparison between Major Revenue Spinners for FY 2015-16 and Major Revenue Spinners for FY 2016-17 till date.

The comparison should help the concerned group to outline the major revenue spinners that are showing declining import patterns. The group/section heads may look into the reasons for the decline in the pattern, whether the importers have shifted to other import stations or the imports have declined generally.

In case the imports of the major revenue spinner have declined, the officers were required to present the data retrieved from the NTN for concerned PCT’s of the Major Revenue Spinner, to show the comparison.

In case the importer has shifted to other customs station, please analyze the reasons for the shift, and present recommendation, with regards to what steps should be taken to facilitate the legitimate trade, in order to meet the revenue targets.

Each group must prepare an action plan that addresses the issues and presents practicable plant to meet the revenue targets. Each group may also present data of the major exemptions granted, in respect of forgone revenue in dollar terms.

Laboratory Incharge is required to prepare data summary of average time taken for lab test including the time taken for movement of the samples from yard to laboratory, supported by summary data. Action plan may include immediate steps to minimize laboratory delays.

DC Auction to prepare the summary data of auction-able goods pending disposal, status of the goods revenue involved, estimated revenue till June month wise) as well as action to streamline the auction process.
