Collector Saleem issues SOPs for Bank Guarantee Cell

KARACHI: The Collector MCC Appraisement (West), Muhammad Saleem through Standing Order No.03/2014 has issued Standing Operating Procedure (SOP) for Bank Guarantee (BG) Cell.

According to details, importer & authorized agent will present security instrument with requisite documents at the Document Receiving Desk (UDC/LDC-I) for assigning registration number, name, cell number along with CNIC number of the person.

It further stated that the instrument will be handed over to the security officer concerned for scrutiny and if the said instrument found in order, it would be accepted by the security officer after making all entries online and in the relevant register and the importer will get acceptance information online.

In case of any discrepancy, security instrument will be returned to the importer or his authorized representative with objections in black & white for re-submission after removal of discrepancies.

Security instrument detached during the day will be handed over to security officer-I (being the custodian) against proper acknowledgement at the close of office hours daily, for keeping that in safe custody.

Furthermore, the Standing Order stated that the Security officer will compile and maintain list of online messages received during the day in his/her inbox for security release and will hand those over to the Security Officer-I for withdrawal of security instruments from safe custody.

Security officer concerned will release security instrument online and after cancellation/making entries in the relevant register in which it was first entered, will present this security along with register to PA (BG) for counter check of the particulars and to ensure that it is releasable and all related formalities are completed.

Security instrument will be handed over to importer against proper acknowledgement and recording of his/her particulars like name, CHAL No if any, CNIC and Cell number etc in the relevant register.

It further stated that security officer will maintain updated list of online messages received in his/her inbox for security encashment and will hand those over to Security Officer-I for withdrawal of security instrument from safe custody.

It said that the security officer concerned will en-cash security instrument online and after making entries in the relevant register in which it was first entered, will present security instrument along with register to PA (BG) for counter check of the particulars and to ensure that it has become mature for encashment.

Security instrument will be handed over to security Officer-I for presenting the same in the Bank for encashment purpose, adding that Cash number and date of bank challan will be recorded in the relevant register by Security Officer-I and copy of challan will be kept in a separate folder maintained for this purpose on monthly basis.

In order to perform those duties in a smooth and transparent manner, the Collector of MCC-Appraisement (West) has prescribed job description to officer/official including deputy/assistant collectors, principal appraiser, security officer-I, security officer-II, security officer-III, LDCs/UDCs and record suppliers in BG Cell.
