The rest of four cases were filed by appellants, Fazl-e-Akbar, Azad Khan and others, Khaista Khan and Mushtaq Khan. These appellants had challenged Directorate-General Intelligence and Investigation Islamabad’s decisions on imposing different penalties for smuggling goods.
