Customs Second Secretary Faisal punished for inefficiency, misconduct

ISLAMABAD: Syed Faisal Saeed Bokhari, Pakistan Customs Service officer of BS-17, presently posted as Second Secretary, Federal Board of Revenue (HQ), has been punished for unauthorised absence from duty and non-filing of annual declaration of income, assets and expenses.

The disciplinary proceedings were initiated against the accused officer under the Government Servants (Efficiency & Discipline) Rules, 1973 on above mentioned accounts, constituting as ‘inefficiency’ and ‘misconduct’.

The Authorised Officer/Member (Admn), after having examined case record, reply to the show-cause notice and verbal submissions of the accused officer, found the accused officer guilty of the charges of “inefficiency” and “misconduct” levelled against him. However, in the wake of compelling circumstances of the accused officer, the Authorized Officer while taking a lenient view recommended imposition of a major penalty of “reduction to lower stage in current time scale equal to two increments” upon the accused officer.

The authority, after having considered all aspects of the case and recommendations of the Authorised Office, imposed a major penalty of “reduction to lower stage in current time scale equal to two increments” upon Syed Faisal Saeed Bokhari under Rule 4(1)(b)(i) of the Government Servants (E&D) Rules, 1973.

The period of unauthorised absence of the officer from February 22, 2014 to July 27, 2015 will be treated as extraordinary leave without pay. However, the officer will have right of appeal to the Appellate Authority as provided under the Civil Servants (Appeals) Rules, 1977.
