Customs value of gypsum board, fiber cement board re-determined

KARACHI: The Directorate General of Customs Valuation has determined the Customs value of Gypsum Board, Gypsum Tiles and Fiber Cement Board vide Valuation Ruling No. 692/2014 No. Misc/13/2014-V dated September 25, 2014.

The customs values of the said goods were determined about a year ago through Valuation Ruling No. 566/2013 dated July 3 last year. The exercise to re-determine the customs values of gypsum board, gypsum tiles and fiber cement board was initiated after it deemed necessary to reflect the current price trends of the said goods in the international markets.

In addition, the director general of Customs Valuation had also directed for the re-examination vide Order-in-Revision No. 23/2014 dated March 7.

According to details, valuation methods provided in Section 25 of the Customs Act 1969 were followed to ascertain which methods were applicable to this particular valuation issue. Transaction Value Method under Sub-section (1) of Section 25 of the Act provided some reference values but was found inapplicable because sufficient information under the law was not available. Identical/ similar goods valuation methods as provided in Sub-Sections (5) and (6) of Section 25 of the Act furnished unreliable values and were not found applicable. Market survey was conducted which provided appropriate values.  Deductive Value Method under Sub-Section (7) of Section 25 of the Act was, therefore, the methodology adopted to determine customs values of gypsum board, gypsum tiles and Fiber Cement Board.

A number of meetings with relevant stakeholders were held and finally formal meetings inviting all types of stakeholders were held on April 3, May 13 and September 17 to determine the values.

The customs value (C&F) of China and Thailand-origin gypsum board plain having PCT Heading 6809.1100 and proposed PCT for WeBOC 6809.1100.1000 is fixed at $0.24 per kg. The customs value (C&F) of Mideast-origin gypsum board plain having PCT Heading 6809.1100.1100 and proposed PCT for WeBOC 6809.1100.1100 is fixed at $0.21 per kg. The customs value (C&F) of China- and Thailand-origin gypsum board decorated having PCT Heading 6809.1100 and proposed PCT for WeBOC 6809.1100.1200 is fixed at $0.26 per kg while Mideast-origin gypsum board decorated having PCT Heading 6809.1100 and proposed PCT for WeBOC 6809.1100.1300 is fixed at $0.23 per kg.

China-, Thailand and India-origin fiber cement board plain having PCT Heading 6811.8200 and Proposed PCT for WeBoc 6811.8200.1000, shall be assessed to duty/taxes of $0.23 per kg.

“In cases where the declared/transaction values are higher than the Customs values determined in this Ruling, the assessing officers shall apply those values in terms of Sub-Section (1) of Section 25 of the Customs Act, 1969. And in cases of consignments imported by air, the assessing officer shall take into account the differential between air freight and sea freight while applying the Customs values determined in this ruling.”
