KARACHI: The Directorate General of Customs Valuation has revised the customs value of blankets of different types vide Valuation Ruling No 979/2016 under Section 25-A of the Customs Act, 1969.
Number of representation were received from different importers of blankets against Valuation Ruling No. 878 / 2016 dated June 27, 2016, stating that the international prices have came down and the existing values in said ruling are on much higher side. Therefore, an exercise was undertaken by the Directorate General to revise the same according to trends prevailing in the current international market.
Meeting for the determination of customs values of blankets of different types with the stakeholders was conducted on November 23, 2016, wherein three basic issues were raised by the stakeholders which are as follows.
Values are enhanced by the director general without giving any hearing opportunity to them. In the absence of packing position, importers are facing problems during enhancement of goods value in “weight, gross, and net”.
M/s Bed & Blankets (Pvt) Ltd. Lahore requested that their matter of blanket fabric be dealt separately, other than this ruling as their matter does not fall in category of finished / semi-finished blankets.
Furthermore, the importers submitted their import documents in support of their contention and requested to accept their transactional values. Moreover, they have also submitted the working sheet from raw material to finished form.
Now, the customs values of 100 percent polyester blanket printed and embossed in retail packing (finished) of Korea and UAE at $3 per kilogramme, China origin at $3/kg and Europe origin at $4.40/kg, and values of 100 percent acrylic/blended blankets printed and embossed of China origin fixed at $4/kg, Korea/UAE origin at $4.48/kg and Europe origin at $5.50/kg.
